Upgrade of the Belarusian industry

The Belarusian industry is ready to upgrade and implementation of new technologies, but there is a number of problems. Main of them – lack of funds for innovation and compensation of IT specialists.

In Belarus the question of upgrade of an industrial complex is particularly acute. On the one hand, such demands are made by the changing economic reality: inclusion of Belarus in EES and Russia – in the World Trade Organization. These processes force the Belarusian enterprises to take specific steps for strengthening of the market position and, as a result, competitiveness. On the other hand, this question is raised by the state in the draft of the concept on development of an industrial complex of the country until 2020. A main goal of industrial policy on this document – formation of the competitive innovation industrial complex focused on export.

Most industrial enterprises and their heads are ready to upgrade. But there is a number of problems. Main from them - insufficient financing, the Deputy CEO of the joint institute of problems of information science of NAN RB Mikhail KOVALYOV notes. There are not enough means for implementation of new technologies and for compensation of IT specialists. In Belarus insufficiently flexible economic legislation. Often representatives of the plants say that it is impossible to use effectively means, selected for information technologies. The enterprises need to give more freedom, the expert is sure. Besides, we do not develop the regulatory base of the enterprises for work in the electronic environment and with electronic documentation.

According to Mikhail Kovalyov, the biggest effect gives introduction of complete electronic document management as when using paper people are mistaken, more resources are spent.

Tasks of upgrade which objectively arose before the Belarusian industrial complex create new trends and approaches to management of this branch of the economy. As experts of SITEK Group note, now it is possible to speak about the following trends in the Belarusian industry:

  • Change of production mentality
  • Need of transparency for management of industrial processes
  • Leaving from multiseries production
  • Breakthrough in a computerization of industrial processes
  • New approach to a question of profitability.


Today in Belarus the manager-promyshlenik of new type forms. Heads think not of how to improve production of parts and how essentially to change approach to their production that the product corresponded to demand and was competitive in foreign markets.

Also present rate of life demands from the head of flexibility in strategically approaches: for example to be ready to reorientation of production on release of smaller batches under the client's request. The modern reality forces to new approaches, technologies, conditions of management. The solution are IT-systems of management of industrial facilities, such as MES.

Upgrade of the Belarusian industry will be carried out under patronage of the Interdepartmental commission on implementation and use of the integrated information systems and technologies to the industries. Implementation of automated control systems on productions allows to enhance their competitiveness and provides additional benefits.

For example, customer orders are 12 times quicker processed; on average stocks of finished goods and work in progress decrease by 28%; level of illiquid assets — for 70%; the volume of profit grows on average by 5%; business management on the basis of the reporting in real time reaches the level of 100%, counted the Joint institute of problems of information science of NAN of Belarus.

According to the deputy director general of the Joint institute of problems of information science of NAN of Belarus Mikhail Kovalyov, the shortage of means at them for information technology implementation and compensation of IT specialists remains the pacing restraining factor of automation of domestic productions. The enterprises often complain of impossibility of effective use of the money selected for these purposes. Besides, are badly organized interaction in information environment and exchange of electronic documents.

The management of the enterprises which needs to estimate new approaches to management and assessment of financial results should change such situation, to create transparency in business process management. Today heads should think not so much of the production technology of separate parts and products how many about demand and competitiveness of finished goods in the markets. At the same time it is necessary to control all stages of business processes, to provide flexibility in strategic decisions, for example, to be ready to quickly reorient production on release of small batches under specific orders. It requires change of approaches to calculation of profitability of products.

Mechanicians drive

For example, JSC BELAZ is going to direct 200-300 million USD for creation of new workshops and updating of machines within three next years. Only the project of control automation is estimated by production processes on the new equipment at 2-3 million EUR. For comparison: the Airbus company spends up to 20 million EUR for each plant for the similar purposes.

The machine which is not connected to a computer network — the same, as the businessman without mobile phone, IT specialists joke. According to them, the domestic market of services of integration of software for automation and production management is quite perspective. The implementation cost of a MES system depends on the number of the machines integrated into it and other factors, but these are at least 5 thousand EUR. For example, for MTZ integration into a single network of 60 machines cost 600 thousand EUR, t.e on 10 thousand per unit of the equipment. But its efficiency increases by 10–15% so the payback of such investments is quite justified.

According to specialists, today many Belarusian industrial enterprises have no IT infrastructure necessary for deployment of MES systems. At best case is limited to presence of personal computers at heads of divisions (masters, chiefs of sections and workshops). Occasionally there is no it also. Creation of IT infrastructure is defined by that how many the enterprise is ready to enclose in it. For example, one mechanical plant requested even wireless communications between machines.

But the main problem is not in the IT infrastructure, and in absence at the enterprises of regulations of use of all data obtained from the equipment. For example, on AvtoVAZ SITEK gave an opportunity to the operator on the machine to receive part manufacturing techniques on network. But due to the lack of the legislation on electronic document management and the electronic signature the paper drawing remained all the same main "correct" document on technology. Information transferred on network has only help character.
