2024: Detention of the deputy general director for illegal bonuses

On May 7, 2024, the Main Investigation Department of the Investigative Committee for the Krasnoyarsk Territory and the Republic of Khakassia announced the initiation of a criminal case against the Deputy General Director of Medtekhnika JSC, who is accused of committing crimes under Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office), paragraph "e" part 3 of Art. 286 (abuse of office out of personal interest).

The investigation found that in August 2023, the deputy head of Medtekhnika, acting as the general director, acting out of selfish interest, instructed to issue an order on his bonus following the results of work for 2022 in the amount of about 440 thousand rubles. At the same time, the accused was not entitled to make such a decision, violating the procedure for the board of directors of the company to consider the issue of payment of remuneration.

As part of this order, illegal payments were appointed to two more deputy general directors and chief accountant, also in the amount of about 440 thousand rubles each. The damage from these actions in the TFR was estimated at 1.7 million rubles.

The Deputy General Director of the Krasnoyarsk JSC "Medtekhnika" was detained, he was charged on the basis of materials FSB Russia from U in the Krasnoyarsk Territory. The name of the accused was not disclosed by May 7, 2024.

As reported on the company's website, Medtekhnika JSC has been operating in the medical market since 1948 and is one of the largest suppliers of equipment for healthcare institutions in the Krasnoyarsk Territory. According to the service "Kontur. Focus," the legal entity by May 7, 2024 is 100% owned by the Agency for State Property Management of the Krasnoyarsk Territory^[1]

2023: Bidding for privatisation

At the end of October 2023, the Ministry of Property and Land Relations of the Belgorod Region announced tenders for the privatization of the regional joint-stock company Medtekhnika. The initial price of the lot is 68 million rubles.

Bidding is held in the format of an electronic auction. Ordinary shares of Medtekhniki owned by the Belgorod Region are put up for sale. It is planned to sell 2935 securities, which is 50.99% of the company's authorized capital. According to the SPARK-Interfax database, as of the end of November 2023, 51% of the shares of Medtekhnika JSC belong to the regional Department of Property and Land Relations, another 20.6% to the former general director of the organization, Ilya Koptyaev. Other owners of shares are not disclosed.

According to the terms of the auction, any individuals and legal entities who have submitted an application in a timely manner, submitted properly executed documents, and secured the receipt of a deposit in the prescribed amount are allowed to participate.

By September 30, 2023, the staff of Medtekhniki is about 50 employees. Among the main activities of the enterprise are: repair of electronic and optical equipment; wholesale of medical products; production and maintenance of medical equipment; retail trade in products via the Internet; work in the field of using ionizing radiation sources; activities on collection, transportation, treatment, disposal, neutralization, disposal of wastes of hazard classes I − IV. The company owns land in the Belgorod region with a total area of ​ ​ more than 5 thousand square meters, as well as a number of non-residential buildings, including production and warehouse and administrative and production premises, garages^[2]
