The main areas of activity of the enterprise are:
- Provision of telecommunication services: telephone services, data services, telematic services to state authorities, state institutions and commercial organizations.
- Ensuring the operation and development of a unified multi-service telecommunication network of state authorities of St. Petersburg (EMTS) as part of the city's engineering and telecommunications infrastructure.
Initially, the enterprise was created to provide communication only to the City Government and organizations associated by nature with state authorities. Over the years of development, the enterprise has developed competencies that allow providing modern quality telecommunications services to organizations of any form of ownership.
St. Petersburg State Unitary Enterprise "ATS Smolny" is a subordinate enterprise of the Committee on Informatization and Communications and actively participates in city projects.
In the economic management of St. Petersburg State Unitary Enterprise "ATS Smolny" was transferred to EMTS. Thanks to the developed fiber-optic network of EMTS and modern switching equipment installed on EMTS access nodes, SPb PMT "ATS Smolny" can offer high-quality communication services to customers in any area of St. Petersburg.
History
The history of telephone communication in Smolny begins in October 1917, as a local telephone network, with a number capacity of 13 city and 15 local lines, serving only the Smolny building.
- In 1919, Smolny received a local telephone exchange with 100 numbers and the ability to serve 85 city numbers.
- In 1924, the first automatic telephone exchange of Siemens was installed in Leningrad and the second in Russia, serving 200 numbers. Since the installation of this station on November 7, 1924, the official celebration of the Birthday of the Smolny PBX began.
- In 1927, a new domestic-made station was installed under a license from Erickson (95% Swedish-made equipment), which allowed increasing the number of subscribers in the city to 200 numbers and up to 400 city numbers in the Smolny building. In the same year, the laying of a special long-distance cable began, to which all long-distance communication was subsequently transferred.
- By the end of 1934, existing equipment was modernized and the capacity of the station was increased to 1,000 rooms, 450 of which operate in the city, linking all the most significant institutions, 450 rooms in the Smolny building and about 75-100 long-distance special communications wires. By 1940, the Smolny Exchange began to provide communication services to the Government of St. Petersburg.
- On November 16, 2000, by Order of the Governor of St. Petersburg No. 1208-r, the St. Petersburg State Unitary Enterprise "Smolny Automatic Telephone Exchange" (abbreviated name St. Petersburg State Unitary Enterprise "ATS Smolny") was established.
- On June 7, 2006, by Decree of the Government of St. Petersburg No. 658, St. Petersburg State Unitary Enterprise ATS Smolny was transferred from the Administration of the Governor of St. Petersburg to the Committee on Informatization and Communications.
- December 2007 The first phase of the unified digital radio communication (ECDC) was put into operation. The cooperation of law enforcement agencies and emergency operational services of St. Petersburg on the prevention and elimination of anti-terrorist manifestations and emergencies at metro facilities, as well as the organization of train and dispatch communications for the needs of St. Petersburg Metro State Unitary Enterprise was successfully ensured.
- 2000-2008 The Company takes an active part in the design, construction and maintenance of the Unified Multi-Service Telecommunication Network of executive bodies of state power of St. Petersburg (EMTS).
- 2009-2012 Successful implementation of projects in the field of construction, development and operation of communications infrastructure of St. Petersburg continues. St. Petersburg State Unitary Enterprise "ATS Smolny" is an operator providing a full range of telecommunication services of high quality and security to the City Government, state institutions and organizations of any form of ownership.
