In Moscow, LLC Private Space Company NOI is registered with an authorized capital of ₽30 billion, which makes it one of the largest private space enterprises in Russia in terms of initial capital. The head and sole founder of the organization is Dmitry Antonychev, who previously announced plans to build a private cosmodrome to launch small satellites. The company was registered on July 16, 2025.

Dmitry Antonychev, according to information on the Rusprofile website, is the general director of three more organizations. He runs IGG LLC, which is engaged in sports activities, Cash Foundation and Aistocks, specializing in computer software development.
On June 25, 2025, Dmitry Antonychev announced that IGG LLC plans to build a private cosmodrome in Russia to launch small satellites. The businessman clarified that according to the plans, the site will provide access to space for missiles and satellites developed in the country, help introduce satellite technologies and protect borders.
The company representative noted the need for its own cosmodrome for the implementation of the Noy Space Technologies project. As part of this initiative, it is planned to launch more than 80 satellites into low orbit, which will provide services to the public and private sectors.[1]
