Digital transformation strategy of the Arkhangelsk region

How did the informatization of the Arkhangelsk region begin?
Igor Ivanov: In 2010, the Arkhangelsk Region in automation was in ninth place in the North-Western Federal District, in 68th out of 83rd in Russia. The goal was set to become one of the leaders. Therefore, we created a 3-year informatization program for the Arkhangelsk region, which included 86 projects. The total cost of the program amounted to 2.3 billion rubles. For 2011, in order to make a breakthrough, it was necessary to 700 million rubles. In fact, we received 50 million[1].
The question arose of how to use this money - either to distribute it a little over all projects, or to invest in priority areas. We began by evaluating 86 projects according to various criteria: social significance, achievability, even taking into account what impression the project makes on users. Each project scored a certain number of points, which determined which of them should be developed in the first place. We invested 50 million rubles in 17 particularly significant projects for the region.
To achieve a significant result for each project, we have developed general principles of informatization. First, it was necessary to formulate the position of the region on each project (we carried out a detailed analysis of business processes, determined the functional roles of participants, modeled the project and, as a result, formulated functional requirements with planning the system for a period of 5-7 years).
Secondly, choose a solution. None of the solutions offered by integrators was ideal for us. We began to consider decisions if they met our criteria by at least 70 percent. They had to be finalized on their own. There are undoubtedly advantages to this. Thanks to this, we have gained a unique experience that we apply in the development of our projects.
Thirdly, we try to do everything with minimal participation of integrators. Integrators teach us, and we do everything ourselves. It turns out a certain overflow of competencies. Starting in 2014, we will conduct most of the projects on our own.
Another principle is the openness and publicity of what we do. A state autonomous institution was created, which is engaged in the introduction of information technologies in the Arkhangelsk region. The supervisory board of the organization included employees of the FSB, UBEP, deputies of the Regional Assembly, the head of the Control and Accounts Chamber of the Arkhangelsk Region. Any company that we hire as a contractor, intelligence officers check, monitor the anti-corruption component.
In addition, in 2010, we introduced a project management system that allows us to control which instructions are given, the timing of their implementation and those responsible for carrying out work on the most important regional projects. Thus, control over work planning and results was ensured. All project documents, regulations on public services were entered into this system, which became a specialized repository. After that, the governor and deputies could see which projects were spent on and what results we achieved.
