Biography

Pavel Okladnikov was born in 1987 in the city of Naryan-Mar, Arkhangelsk Region.

In 2010 he graduated from St. Petersburg State University of Telecommunications. Prof. M.A. Bonch-Bruevich in the direction of "Multi-channel telecommunication systems," in 2014 - St. Petersburg State Economic University in the direction of training "State and Municipal Administration."

He began his career as an electromechanic in the Naryan-Marsky United Aviation Detachment, then was an engineer in the Nenets Telecommunications Company.

From 2010 to 2012, he worked as the head of the intra-port communications service of the Naryan-Marsky joint aviation detachment, in 2012-2015 he held senior positions in the Nenets Telecommunications Company, from 2015 to 2018 - Director of the Nenets Information and Analytical Center.

In 2018, he was appointed deputy chief of staff of the administration of the Nenets Autonomous Okrug - chairman of the digital development and communications committee.

In 2019, he became the first deputy head of the department of digital development, communications and mass communications of the Nenets Autonomous Okrug, and then the head of the department.

On April 20, Pavel Okladnikov was appointed to the post of Minister of Communications and Information Technologies of the Arkhangelsk Region, the website of the regional government reports. In this position, he replaced Nikolai Rodichev, who earlier that month wrote a letter of resignation of his own free will.

And in early April, the governor was replaced in the Arkhangelsk region. Instead of Igor Orlov, who resigned, Alexander Tsibulsky, who previously headed the Nenets Autonomous Okrug, was appointed acting governor of the region. Pavel Okladnikov, like the new governor, also worked in the Nenets Autonomous Okrug before his appointment.

One of the key projects supervised by the Ministry of Communications and IT of the Arkhangelsk Region is the implementation of the regional program "Digital Economy" within the framework of the national program. Five regional projects are being implemented: "Information Security," "Digital Technologies," "Digital Public Administration" and "Information Infrastructure," "Personnel for the Digital Economy."

For the period from January 1, 2021 to December 31, 2021, the income of the family of Pavel Okladnikov amounted to 16.4 million rubles. Personal income - 12,841,941 rubles (consists of wages, income from the sale of an apartment with an area of ​ ​ 72.2 m ² and a Jeep Grand Cherokee car), family members' income - 3,534,548 rubles. As a result, Pavel Okladnikov took 9th place in the ranking of regional IT officials in terms of income for 2021 according to CNews Analytics.
