2025: Establishment of a department
In November 2025, President of Uzbekistan Shavkat Mirziyoyev signed a decree "On measures to fundamentally improve the system of state support for the agricultural sector." The document provides for the creation of a new department for the digitalization of agriculture.
According to the presidential decree, the new department - the Agency for Payments in the Agrarian Sphere - will be formed under the Ministry of Agriculture. This structure will become a single operator responsible for providing measures of state support to business entities in the agricultural and food sectors.
InThe key tasks of the reform are a twofold reduction in labor costs and temporary resources due to the complete digitalization and consolidation of financial state support processes. It is planned that the number of state support measures will be reduced by 50% by the end of 2028 due to the unification and simplification of existing mechanisms.
The Agency for Payments in the Agricultural Sector is also entrusted with the functions of developing proposals for the introduction of new forms of state support and ensuring end-to-end digitalization of all stages - from application submission to approval and transfer of funding.
As confirmed by the UzDaily.uz in the government of Uzbekistan, from January 1, 2026, all measures of state support, according to the presidential decree, will be provided exclusively through the created Agency. Entrepreneurs will be financed through special accounts (code 23210) opened for each targeted measure.
The Uzbek authorities expect that the implementation of the reform will increase the transparency of the distribution of funds, speed up the procedure for obtaining subsidies and significantly reduce the administrative burden on farmers and agricultural entrepreneurs.[1]
