2026: Project Start
On January 29, 2026, it was decided to start implementing a project in the Sakhalin Region for the construction of the Aina Valley all-season ski resort. The total investment is 42 billion rubles.
According to "Туризм.РФ," this decision was the result of a working meeting in Yuzhno-Sakhalinsk chaired by the Deputy Prime Minister of the Russian Federation - Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev.
The project involves the expansion of the existing Mountain Air ski complex. On the territory of the resort it is planned to build hotels of categories 3, 4 and 5 * with a total capacity of 2.6 thousand rooms. The infrastructure will include ski slopes, an aquacomplex, spas, sports and recreation facilities, a rope park, species restaurants and bars.
The resort will be located 12 km from the airport of Yuzhno-Sakhalinsk and will be able to receive up to 700 thousand tourists a year. The commissioning of the facility is scheduled for 2029. The implementation will be carried out by the Samson group of companies together with the Туризм.РФ corporation, which will provide state support within the framework of the Tourism and Hospitality national project. The financial partner will be the Bank of Дом.РФ.
According to Mikhail Sheldunov, director of the directorate for the implementation of projects of the Туризм.РФ corporation, the anchor investor of the Ain Valley project (including 18 lots) was determined on November 18, 2025. "Туризм.РФ" expressed its readiness to consider the possibility of attracting additional investors for individual lots within the framework of the project.
In early 2026, the investor began construction of a 2 km long gondola passenger cable car on the southern slope of Mount Krasnaya. The development of design documentation was completed and the Glavgosexpertiza of Russia received a positive conclusion. In 2027, the construction of a hotel with 160 rooms and an apart-hotel with 685 rooms, as well as the design of second-stage hotels with 1755 rooms, will begin.[1][2]
