The technopark in Nizhny Novgorod is under construction within the comprehensive program "Creation in the Russian Federation of technoparks in the field of high technologies", the approved Ministry of Telecom and Mass Communications in 2006. According to the plans registered in it by the beginning of 2013. The IT park had to attract 355 residents. However for their October, 2013 everything 32.
According to the CEO of UK "Ankudinovka IT Park" Amirkhan Kulikov, a small amount of residents is connected with desire to place medium and large business in the IT park. In particular, participants of business incubator are already the center of maintenance of client transactions of Sberbank, Nvision Group system integrator and distributor of the Evromekhanika tools, he says. However, in NVision in October, 2013 specified that the final decision on placement in technopark is not made yet.

The Ministry of Telecom and Mass Communications deprives the park of federal financing
The Ministry of Telecom and Mass Communications took away from the IT park a remaining balance of unused means in the amount of 64 million rubles which were selected to it earlier as subsidies since the technopark delayed their mastering.
The ministry noted also weak efficiency of Ankudinovka — the average level of achievement of the planned indicators in the IT park in March, 2013 was only 10%.
Based on new tender of the Ministry of Telecom and Mass Communications on additional subsidizing of creation of technoparks in 2013-2014 the Nizhny Novgorod Region in which Ankudinovka is under construction was not among winner regions.
The cost of construction of 1 sq.m. of an object of technopark for the federal budget became one of factors at distribution of subsidies of the Ministry of Telecom and Mass Communications. In Ankudinovka this indicator is 108 thousand rubles while in winner technoparks — in the Sverdlovsk and Penza regions — does not exceed 25 thousand rubles.
Alexander Kalinichev, the director of the company of First-NN who in 2012 won the tender for construction of technopark in Nizhny Novgorod, explained CNews so high cost with features of the project, the area of the building (9 floors + 2 underground floors for the parking) and use of foreign materials at construction.
"In business center big outside glazing with a certain degree of fire resistance for which materials of foreign production are used is provided. Besides on the project of construction of technopark three queues of construction (3 buildings) are provided. Now the first stage of construction is built, but power generating systems for the subsequent buildings are located in it" — Kalinichev reported.

By 2013. The Ankudinovka IT park according to initial plans had to place 355 resident companies. Upon for October, 2013, the main building of technopark is not built, and financing of the project is frozen.
In October, 2013 the deputy of Legislative assembly of the Nizhny Novgorod Region Vladimir Bulanov sent to Accounts Chamber the appeal with a request to check expenditure of funds for construction of the Ankudinovka IT park in Nizhny Novgorod.
Construction of the facility continues since 2007, during this time only from the federal budget through subsidies of the Ministry of Telecom and Mass Communications for technopark nearly 1.2 billion rubles are selected. Taking into account regional costs in 7 years of construction about 3 billion rubles are invested in the IT park, according to the deputy.
In the address Bulanov claims that the initial project in which it was supposed to involve 62 hectares of the earth under creation of infrastructure in practice turned into the unfinished business center created on regional means.
In the regional budget of money for the end of construction is not present, the deputy Bulanov therefore construction of the IT park "is at the moment frozen" writes. Money from the federal budget in 2013 Ankudinovke also did not get.
Vladimir Bulanov has also the version of high price of construction which he sets "noncompetitive for the Nizhny Novgorod Region". The deputy reminds of a situation at which First-NN she acquired the right to build the IT park: "Tender on construction on which six companies came took place with scandal and trial in Federal Antimonopoly Service of the Russian Federation".
The tender for construction of Ankudinovka was announced in 2012 after the termination of the duration of the contract with the previous builder. FAS checked this auction for the statement of one of contestants as all lost companies just were not allowed to participation in tender.
The tender committee found violations at execution of their requests: data on type of decorative finishing, trademarks of the goods offered for use, etc. were not specified. Thus, tender was won by the request of the only company allowed to the tender however FAS did not detect violations when carrying out the tender.
One more claim of Bulanov is that near the IT park commercial building of the housing Flowers complex is unrolled. The deputy specified CNews that the infrastructure created on the funds allocated to technopark from the budget is used now by development company for own needs.
"From the regional budget money in the amount of 700 million rubles was allocated for laying of a conduit from the Crimson ridge to Vysokovsky substation and also for solution with a power shortage in this area. The regional Government created JSC Upper Volga Generation Company which constructed steam-gas combined heat and power plant on 900 MW for needs of the Ankudinovka IT park. Without creation of this infrastructure project implementation on buildings of apartment houses was not so profitable and effective" — he says.
The CEO of UK "Ankudinovka IT Park" Amirkhan Kulikov reported to CNews that so far in technopark only the business incubator of 6,000 sq.m. functions. The building of business center about which the deputy speaks according to him, is built for 90% and will be started in 2014.
Kulikov claims that construction in the territory of the IT park continues, however for 2013 from the regional budget only 9.7 million rubles were selected for Ankudinovka. Other means arrived from private investors who invest in construction of hotel and office center in the territory of technopark.
Additional share issue can become an additional source of means. Kulikov said that within a month it is going to issue 9 thousand 716 securities of UK "Ankudinovka IT Park" with a nominal value of 1 thousand rubles. Proceeds will go for further development of the IT park.
The deputy Vladimir Bulanov urges heads of technopark not to wait for the end of construction of all building and to lease the built office spaces, to which all necessary communications that they brought means in the regional budget are brought[1].

The Minister of Telecom and Mass Communications of the Russian Federation Nikolai Nikiforov and his deputy Mark Shmulevich visited in March, 2014 technopark "Ankudinovka IT park", the Nizhny Novgorod innovation business incubator and held a meeting with representatives of the innovative companies. The meeting took place within monitoring of execution of the final stage of the "Creation in the Russian Federation of Technoparks in the field of High Technologies" program which assumes joint financing from the federal budget of construction of technoparks in regions of Russia. Action of the program comes to an end in 2014, and by the time of its end all participants should complete objects of technoparks, and in the years ahead — to provide accomplishment of key indicators on fillability level by residents, budget efficiency, an export share in finished goods and some others.
The management of the Ministry of Telecom and Mass Communications of the Russian Federation examined the building site where in November, 2014 the first stage of the multifunction body of "Ankudinovka IT park" more than 13 thousand square meters will be built, and visited the Center of maintenance of client transactions of branch of Sberbank of Russia constructed in the territory of technopark. The center uses in the work the latest information technologies and telecommunications for optimization of an operational model of bank and also use of electronic credit granting systems of the enterprises working in the IT sphere.
2015: The business center of technopark of Ankudinovk opened in Nizhny Novgorod
The governor of the Nizhny Novgorod Region Valery Shantsev and the Minister of Telecom and Mass Communications of the Russian Federation Nikolai Nikiforov opened business center of technopark of Ankudinovk in June, 2015.
According to Shantsev, in this part of technopark experimental laboratories will be created. Here the residents who already passed a business incubation stage who have "a real task to develop industrial production, to scale the activity" will accommodate. In plans also construction of the residential complex with kindergarten and clinic that young scientists could work and live in one place.
The governor also added that today the share of the innovation products in economy of the region makes 17%, and by 2020 it should grow to 40%.
The Minister of Telecom and Mass Communications reminded that within the federal program of all for the country 12 technoparks, seven of which are located in Volga federal district, were constructed.
As reported Expert center of the electronic state, at the beginning of 2015 the Accounts Chamber provided results of a control action "Check of justification, effectiveness and efficiency of use of the budgetary funds allocated in 2011-2014 for implementation of the comprehensive program "Creation in the Russian Federation of technoparks in the field of high technologies".
In the report it was noted that at the time of check from 16 technoparks for which construction within the Comprehensive program budgetary funds were allocated construction of three is almost not begun, and construction only of five technoparks is completely finished.
As for Ankudinovka, the Accounts Chamber of the Russian Federation found out that at design and construction of technopark more than 75% of funds of the federal budget (about 788 million rubles) were allocated for creation of engineering infrastructure in the city of Nizhny Novgorod, and the remained means – on construction of the main objects of technopark, "which is not complete".
