2025: Nationalization

On December 10, 2025, the Krasnodar Regional Court upheld the court decision on the nationalization of the Azurev Bereg boarding house in Gelendzhik. Former owners of the boarding house will have to transfer to the state a land plot of 15.9 hectares and health resort buildings, as well as to compensate for damage in the amount of 208 million rubles.

Anatoly Razinkin, First Deputy Prosecutor General of Russia, filed a lawsuit against Boarding House with Azurevy Bereg Treatment LLC and Orpola LLC. The initial decision was made by the Gelendzhik City Court in June 2024. He found that the privatization of the boarding house in 1992 was carried out illegally, in violation of state property rights.

Initially, the prosecutor's office demanded to recover 561.2 million rubles in the income of the Russian Federation and 194.5 million rubles in favor of the municipality of Gelendzhik. During the trial, the defendants asked to count the cost of an unfinished seven-story apart-hotel with an area of ​ ​ 8 thousand square meters. m, which was also subject to seizure. The court netted off the claims.

As a result, according to the decision of the regional court, the amount of damage subject to collection in the federal budget amounted to 13.5 million rubles. The amount of damage caused to soils and recovered in favor of the mayor's office of the resort city of Gelendzhik remained unchanged - 194.5 million rubles.

According to Kommersant, the boarding house, which has been under the jurisdiction of the All-Union Central Council of Trade Unions (All-Union Central Council of Trade Unions) since 1960, was transferred in 1992 to the created Azurev Coast Boarding House JSC, which was a member of the Federation of Independent Trade Unions of Russia (FNPR) - the successor of the All-Union Central Council of Trade Unions.

The prosecutor's office found that the FNPR did not have the right to dispose of these state assets. Representatives of the defendants in the appeal insisted on the legality of the transactions, but the court did not accept their arguments.^[1]

2024: Arrest at the suit of the Prosecutor General's Office

On May 14, 2024, the Gelendzhik City Court, at the suit of the Prosecutor General's Office, arrested the Lazurevy Bereg sanatorium, one of the oldest in the region. Interim measures have been introduced in relation to several structures related to the boarding house.

Sanatorium "Azurev Bereg," specializing in children's and family vacations, has been operating since 1956. It is located on the Black Sea on Tourist Street in Gelendzhik near the resort embankment. The boarding house covers an area of ​ ​ 15.9 hectares, and the total area of ​ ​ the buildings is 14.9 thousand square meters. The facility is on municipal property leased for a long term lease. The boarding house includes seven sleeping buildings for 1328 places of simultaneous stay.

According to RBC, the plaintiff in the framework of the case is the first deputy prosecutor general of Russia. Among the defendants are Gavriel Aminov, Zhirair Levanyan and Olga Sukhanova, the Gelendzhik administration, as well as three legal entities - Boarding House with Treatment Azurevy Bereg, Trio and Orpola LLC. On the balance sheet of the first of these organizations is the land plot of the sanatorium. In addition, this company owns the rights to lease the territory with a total area of ​ ​ 0.3 hectares, where the beach is located, as well as 0.6 hectares, on which it is planned to place a "general tourist boulevard with leisure and catering facilities." The introduction of interim measures for defendants will mean that it is impossible to carry out any actions with the property in respect of which they were taken.

What exactly the proceedings are connected with is not clear as of the end of May 2024. But it is noted that there is a shortage of hotels in Gelendzhik, and the site in the prestigious resort area has high market potential. Moreover, on Tourist Street at the same address as the boarding house, there is also a children's sanatorium and health camp "Azurevy Bereg." In addition to residential buildings, it includes a swimming pool, a football field, basketball and volleyball courts, as well as its own beach.^[2]
