2025: Disclosure of cartel collusion between the two companies in the supply of medical equipment for ₽55 million
On April 25, 2025, it became known that the Department of the Federal Antimonopoly Service for the Republic of Bashkortostan disclosed a cartel conspiracy between the two companies in the supply of medical equipment for state institutions totaling ₽55,2 million.
According to Medvestnik, the antimonopoly department found BMT-Medtekhnika LLC and Nihao LLC guilty of violating antimonopoly laws. The companies entered into an anti-competitive agreement in order to establish and maintain prices with participation in public procurement.
InOFAS found that organizations refused to compete, systematically using a single model of behavior when participating in trade procedures. In relation to violators, it is planned to initiate an administrative case, they face a negotiable fine.
Materials indicating violations were received by the regional department from the central office of the FAS Russia. In the period from 2022 to 2023, BMT-Medtekhnika and Nikhao jointly participated in seven purchases organized by the Bashkir State Medical University, the Republican Trading Center of Bashkortostan, as well as the Regional Procurement Center of Udmurtia.
According to the publication, customers purchased ultrasound diagnostic systems, anesthesia and respiratory devices and other medical equipment. As established by the OFAS, in cases where no other bids were received, the cartel participants minimally reduced prices (by only 0.5-1%) and did not compete with each other.
During the investigation, it was revealed that the companies used one IP address to submit applications. An additional factor indicating their connection was the fact that the founders of both LLCs had registered organizations in Neftekamsk.[1]
