2025: Construction of a drug plant in St. Petersburg for ₽2,5 billion

In October 2025, BaltPharma received permission to build a pharmaceutical complex in St. Petersburg with an investment of ₽2,5 billion. This is evidenced by the data of the city Gosstroynadzor.

According to RBC, the document for the construction of production at the Novoorlovskaya site of the St. Petersburg special economic zone was signed this week. The permit remains in force until October 22, 2027.

The project involves the creation of a two-story production and warehouse building with a total area of ​ ​ over 5.6 thousand square meters. m. The territory will house a checkpoint and a specialized warehouse for storing flammable liquids.

The placement of the enterprise in a special economic zone will provide tax and customs preferences. The preferential regime will significantly reduce the financial burden on the launch of production facilities.

In the spring of 2025, BaltPharma revised the original concept of the project. The company refused to produce chemical raw materials and reoriented itself to localizing finished dosage forms.

The new strategy reduces time-to-market costs and reduces manufacturing process risks. The format of finished drugs opens up the possibility of participation in public procurement when confirming the local origin of products according to the standards of the Eurasian Economic Union.

Since 2024, BaltPharma has been managed by the R-Pharm group. The authorities of St. Petersburg signed the first offset contract with this investor in 2023. The agreement implies large government purchases for several years in exchange for the launch of local production.

R-Pharm Group plans to invest about ₽8,7 billion in the development of the St. Petersburg production site by 2028. The scope of investments includes construction, equipment and start-up of process lines.[1]
