Baltros scientific and production association

The Baltros scientific and production association is founded in June, 1994.

Core activity of the company is creation of pilot and industrial samples of information systems of different function. At the same time carrying out a complex of necessary scientific application studies, legislative, developmental and methodical studies and also preparation and retraining of personnel is provided.

Participation in development of the federal inventory of the real estate and land cadastre

In the middle of the 2000th of "Baltros" participated in development of a federal system of maintaining the state land cadastre and the state accounting of a real estate, and then - the state inventory of a real estate^[1]. As the head of the federal agency of the inventory of a real estate (Rosnedvizhimost) Mikhail Mishustin (as of June, 2015 heads the Federal Tax Service, FTS) worked during this period.

The only owner of NPO Baltros, according to a system " circuit.focus " for June, 2015, the St. Petersburg businessman Sergey Podobed, the co-owner of the Baltros group into which in addition to NGO enter construction, production, realtor and other companies is.

In 2006 Podobed became Mishustin's successor on a post of the head Rosnedvizhimosti, but worked not for long, and at the beginning of 2008 left the post.

At the end of 2008 based on Rosnedvizhimosti, Roskartografiya and the Federal Registration Service Rosreestr, and in 2009 was created by the deputy his head responsible for IT, there was a native of Sitronics Sergey Sapelnikov. At the initiative of Sapelnikov the state inventory was completely changed by forces of the federal cadastral center "Earth" subordinated to Rosreestr.

In 2013 concerning Sapelnikov criminal case was opened and he left Russia.

In 2014 a post of the deputy administrator of Rosreestr, the IT curator, Andrey Pridankin, in from 2011 to 2014 working as the CEO of NPO Baltros borrowed.
