2021: Consortium Agreement

On July 6, 2021, it became known about the signing of the Agreement on the creation of a consortium of Russian CAD/CAE systems developers, whose activities will be aimed at ensuring the technological independence of industrial enterprises and research organizations of the Russian Federation in the field of supercomputer (mathematical) modeling and engineering analysis systems.

The integration agreement was initiated by ROSATOM State Corporation, and its parties at the start of the project are ROSATOM organizations - RuSat Digital Solutions LLC, Federal State Unitary Enterprise Russian Federal Nuclear Center - All-Russian Research Institute of Experimental Physics, JET Engineering and Technical Center JSC, as well as commercial companies, including Top System CJSC, Service and 3E.

The agreement brings together CAD/CAE market players to meet state the challenge of digital independence of the Russian economy in the field of engineering, ON primarily enterprises in strategic industries. industries To stimulate changes, the parties to the agreement expect the state to take measures to support industrial consumers of Russian CAD/CAE systems. Earlier, Rosatom already initiated a program of systemic state support for customers of domestic developments of this class.

As part of the agreement, it is planned to create an open platform on which companies will be able to host digital products of CAD and CAE systems classes for use by industrial customers. It is predicted that the platform approach will allow at least 80% to "close" the line of relevant software needed by domestic enterprises with Russian developments.

In the end, this will not only allow replacing the mathematical modeling products imported for July 2021, but also systematizes the interaction of developers with consumers on improving the characteristics of domestic software.

Within the framework of the signed agreement, the parties will also carry out joint work on the technical integration of software products, their promotion in the Russian and foreign markets, and conduct joint research. In accordance with the legislation of the Russian Federation, project participants will be able to conclude separate agreements, including those governing procurement delicacy.

We understand that, unfortunately, we do not yet have full-fledged analogues to all products that our foreign colleagues have. It is very important that with CAD/CAE systems - the segment in which our developers are not too represented yet, this movement begins and a consortium is created. Only by combining all the forces at our disposal on the principles of openness of the platform, accessibility of architecture, the creation of libraries, the development of common norms and rules in terms of interfaces, protocols, can we effectively move forward, said Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak.

As a state corporation, in close cooperation with the Government of the Russian Federation, we are directing efforts to the development of institutions that at the systemic level will ensure the technological sovereignty of the country, this is one of the most important conditions for predictability of the rules of the market game and stability of production. We consider it necessary to combine Rosatom's experience and resources with the capabilities and competencies of our colleagues and partners in order to solve this difficult task. By 2027, the share of foreign CAE systems used should be reduced to 20%. And by 2030, it is necessary to achieve full import substitution in this segment of engineering software, noted the general director of Rosatom State Corporation Alexei Likhachev.

Rosatom has strong positions in the field of mathematical modeling, which is associated with the history of the development of the nuclear industry. However, as of July 2021, not a single Russian company will be able to independently provide our industry with the full range of necessary engineering software. If Russian developers - large and small companies - join forces, we will be able to almost completely cover the needs of Russian enterprises in CAD and SAE systems, and in the future enter the world market. This approach is aimed both at the development of specific companies and at the development of the market as a whole, and we see this as our common task with the Ministry of Digital Affairs of Russia, specified the director of digitalization of ROSATOM State Corporation Ekaterina Solntseva.

Rosatom entered the Russian CAE market with the Logos digital product line. We advocate integration with a large number of Russian developers and are confident in a cumulative effect that will ensure the high quality of sovereign Russian developments that will confidently compete with foreign counterparts, including abroad, comments on signing RCR CEO Vera Gurova.
