2025: Completion

By the end of October 2025, the Turkish company Aksa Energy is completing the construction of a combined-cycle gas power plant in the Kazakh city of Kyzylorda. CHPP is designed to generate thermal and electric energy and must close the needs of the region

Aksa Energy built the facility at its own expense. Investment should return within 15 years. The capacity of the combined-cycle plant will be 240 MW in electricity. Thermal power will reach 277 Gcal/h. The station supplies the Kyzylorda region with energy and heat.

Turks built a new thermal power plant in Kazakhstan for ₽33 billion

Steam-gas technology provides a high efficiency. Gas turbines generate electricity and waste heat is used to produce steam. The combined scheme improves fuel efficiency.

Vice Minister power engineering specialists Kazakhstan Sungat Yesimkhanov inspected the gas turbine building during his visit to the city. Pre-commissioning tests are carried out in this room. Also, a representative of the ministry visited a 220-kilovolt open switchgear and the main control panel.

The representative of the ministry, together with the akimat and the Turkish investor, discussed the issues of putting the station into operation and ensuring the supply of energy. The territorial department was instructed to constantly monitor the passage of the heating period.

At the beginning of the project in 2023, it was reported that the CHPP would cost the investor ₸215 billion (₽33 billion). The construction should be completed in 2025. In June 2025, the akimat of Kyzylorda region clarified that at that time the investor spent more than ₸137 billion (₽21 billion) on construction. The project is 70% ready.

The launch of the station was planned for the fourth quarter of 2025. In September 2025, Aksa Energy Qyzylorda was included in the list of energy producing organizations in the country.[1]
