2024:
In Dagestan, seven investment agreements were signed for the construction of facilities of the Caspian Coastal Cluster with a total value of ₽20,7 billion. This became known at the end of November 2024. The project provides for the construction of six hotels for 1671 rooms, a water park and a restaurant.
According to RBC, by the end of November 2024, 11 more agreements are in development for a total of ₽36,9 billion, involving the construction of hotel complexes for 1848 rooms. In total, nineteen investment lots are located in the cluster.
Minister of Tourism and People's Crafts of Dagestan Emin Merdanov announced plans to create a comfortable coast with a length of 6.5 km with hotels and amusement parks.
To develop the cluster, it is planned to build three access roads and a highway along the resort with a total length of 35 km worth ₽3,2 billion. The design and estimate documentation is being developed with the funding of ₽45 million.
The head of Dagestan, Sergei Melikov, spoke about the second stage of the project, which includes the development of a special economic zone in the Kayakent region on an area of 1.4 thousand hectares, the integrated development of a territory of 405 hectares and the creation of a specially protected natural zone of 1.5 thousand hectares.
According to the publication, the implementation of the project will begin with the creation of engineering networks and the first facilities in 2025. Landscaping is planned for 2026, for 2027 - the launch of the resort, and by 2030 - reaching full capacity.
By 2030, the total amount of private investment in the project will reach ₽70 billion. The creation of tourist infrastructure will provide work for eight thousand people and attract up to 700 thousand tourists annually. In total, it is planned to build 479 facilities, including 25 hotels for 14 thousand places and a sanatorium-resort complex for 680 places[1]
