2024: Construction Contract Award
On September 12, 2024, Rosatom Service (an enterprise of the electric power division of Rosatom State Corporation), the Russian-Kyrgyz Development Fund and Alfa Oil LLC signed an agreement on the construction of a small hydroelectric power station in the Kyrgyz Republic. We are talking about the Chandalash complex, which will be located in the Jalal-Abad region.
It is expected that the construction of the hydroelectric power station will take three years. The power of the station will be up to 30 MW. Construction the facility involves the deployment of infrastructure for the development of industry, the creation of new jobs and the improvement of living standards in the region. According to Vladimir Bredov, Deputy General Director for Project Management of Rosatom Service JSC, the implementation of the project provides for the use of advanced technologies Rosatom"" in order to ensure the highest quality standards.

Within the framework of the project, Rosatom Service JSC will manage, develop design estimates and detailed design documentation, supply equipment, and perform construction, installation and commissioning works. In addition, the company is considering investing in the project. It is assumed that local contractors and enterprises will be involved in the construction of the hydroelectric power station. The Russian-Kyrgyz Development Fund and Alfa Oil, in turn, intend to provide financing for the project, as well as the necessary interaction with local government bodies.
The appearance of the Chandalash site will solve the problems that have developed in the region. According to the Kommersant newspaper, a three-year state of emergency in the energy sector was introduced in Kyrgyzstan in July 2024 due to a sharp increase in the energy deficit. The reasons are a decrease in production at the hydroelectric power station due to low water levels, deterioration in generation and a sharp increase in demand for electricity.[1]
