The decision on formation of the Chuvash state university based on the Volga branch of the Moscow Order of Lenin of power institute and historical and philological faculty of the Chuvash state teacher training college of I.Ya. Yakovlev was accepted on August 17, 1967. This day the Council of Ministers of the USSR adopted the resolution "About the Organization of the Chuvash State University". In its structure there were seven faculties: historical and philological, medical, all-technical, chemical, economic, electrotechnical and industry electrification.
The Chuvash state university bears a name of Ilya Nikolaevich Ulyanov — the outstanding Russian educator, the democrat teacher. The name of Ilya Nikolaevich Ulyanov was appropriated to the university by the resolution of Council of Ministers of RSFSR of November 30, 1967.
In 1920 revkomy and the first congress of Councils of the Chuvash autonomous region the decision on creation of the university in the city of Cheboksary was made. But then this problem did not manage to be solved. The question of creation of the Chuvash state university was brought up in 1958-1959, however and at this time because of a variety of reasons, connected with lack of material resources and insufficiency of the scientific personnel in the republic again, it could not be solved.
Formation of the Chuvash state university in 1967 became possible only thanks to achievements in social and economic and cultural life of the Chuvash people. Existence in the republic by this time of three universities (pedagogical, agricultural institutes, the MEI Volga branch), two research institutes and other research and production and cultural organizations with considerable number of research and educational personnel promoted its opening.
The Volga branch of the Moscow Order of Lenin of power institute organized in 1961 and which attached to itself all staff (600 students and 8 teachers) of the Cheboksary branch of Gorky polytechnical institute of A.A. Zhdanov by 1967 already reached to scales of independent university. More than 1300 students studied at its two stationary faculties (electrotechnical and electrification of the industry). About 3800 students studied at evening and correspondence faculties, including all-technical. The group of teachers totaled about 200 people, generally young qualified specialists in technical science. Among them there were 20 people with academic degrees and ranks.
The branch located well equipped laboratory base, the educational areas and hostels for students, library with fund about hundred thousand volumes, printing house, laboratory of ADP equipment, educational workshops, offices for degree design.
Part of historical and philological faculty of the Chuvash state teacher training college which was open in 1930 joined the structure of the university. The faculty by the time of creation of the university totaled about 900 students (including about 350 on full-time department) and had highly skilled scientific and pedagogical collective in which there were 3 professors and 30 associate professors. The historical and philological faculty purchased broad popularity and good traditions for years of existence.
In 1968/69 academic year in ChGU the eighth faculty — physical and mathematical opened.
The all-technical faculty with the correspondence and evening departments was base for creation and development in the near future of machine-building and construction faculties.
Eight faculties of the university contained 45 general scientific and special (main) departments providing the main scientific (20 departments) and special (25 departments) preparation and release of young specialists in 15 specialties (23 specializations).
At the organization of the university the scientific personnel the Kazan state university of V.I. Ulyanov-Lenin which sent 2 doctors and 10 candidates of science to Cheboksary greatly helped.
The Doctor of Engineering, professor Semyon Fedorovich Saykin, the native of the Chuvash Republic who worked many years in one of the oldest universities of the country – the Kazan state university at which there were known schools of sciences was appointed the first rector of ChGU. The outstanding scientist professor S.A. Abrukov became the vice rector for science of new university, the vice rector for study – A.K. Arakelyan. Together with them to the university young talented teachers and researchers came from many educational institutions of the country.
In July, 1981 professor P.A. Sidorov is appointed the second rector of the Chuvash state university. Being on this post within nine years, he carries out a lot of work on further formation of the university, timely solves key problems, first of all a problem of development of material and technical resources. At it are under construction the new academic building.
In December, 1990 there began work the new rector of the university Doctor of Economics, professor L.P. Kurakov selected a competitive basis.
On January 12, 2010 the order of the Federal agency by training as the rector of the Chuvash state university of I.N. Ulyanov approves professor Vsevolod Georgiyevich AGAKOV.
On December 23, 2013 the Minister of Education and Science of the Russian Federation D.V. Livanov signed order No. 12-07-03/210 on Alexandrov Andrey Yuryevich's statement as the rector of federal state-funded educational institution of higher education "The Chuvash state university of I.N. Ulyanov" from January 3, 2014 to January 2, 2019. Now on a form of business Federal state-funded educational institution of higher education "Chuvash state university of I.N. Ulyanov" is non-profit organization and performs the activity according to the Constitution of the Russian Federation, the Constitution of the Chuvash Republic, the Law of the Russian Federation About Education, the Law of the Russian Federation "About the Higher and Postgraduate Professional Education", other legal acts of the Russian Federation, Standard regulations on educational institution of higher education (a higher educational institution) of the Russian Federation, regulatory legal acts of the Ministry of Education of the Russian Federation and the charter of the university.
The university has the license for the right of conducting educational activity in the field of higher education and the certificate on the state accreditation.
The main objectives of the university as center of education, science and culture are:
- satisfaction of needs of the personality for intellectual, cultural and moral development by means of receiving the higher and postgraduate professional education and qualification in the chosen field of professional activity;
- satisfaction of requirements of society for qualified specialists with the higher education and the research and educational personnel of the top skills, training of specialists having high competitiveness;
- assistance to strengthening of the Russian statehood, education in learning process of the Patriots of Russia, citizens of the democratic, constitutional state respecting the rights and personal freedoms having high morality, showing national and religious tolerance, respect for languages, traditions and the culture of all people;
- harmonious personal development, development of high spiritual and moral qualities, formation of a healthy lifestyle, counteraction to negative social processes;
- formation at students of complete outlook, modern scientific outlook, labor motivation, active living position, training in the basic principles of creation of professional career and to skills of behavior in labor market;
- dissemination of knowledge among the population, increase in its general education and cultural level, accumulation, preserving and enhancement of moral, cultural and scientific values of society;
- integration of an education system of the Chuvash Republic within a university scientific and educational complex;
- the organization of educational process taking into account modern achievements of science, systematic updating of all aspects of education reflecting changes in the field of culture, economy, science, the equipment and technologies;
- the organization and carrying out basic exploratory and application scientific research and other scientific and technical, developmental works, including on education problems;
- preparation, retraining and advanced training of specialists and leading employees;
- conducting publishing and polygraphic activity for ensuring educational process and promoting of scientific achievements.
The strategic objective of educational activity of the Chuvash state university – to turn the Chuvash Republic into one of the most educated, spiritual and moral regions of Russia.
