2024: Construction completed
In Novosibirsk, the construction of four of the seven polyclinics built within the framework of public-private partnership (PPP) has been completed. The total cost of the project amounted to ₽19,5 billion. This was announced on October 16, 2024 by the VIS group of companies implementing this project.
According to Kommersant, a concession agreement on the construction of seven clinics was signed in 2019 between the Ministry of Health of the Novosibirsk Region and Seventh Concession Company LLC, a member of VIS Group of Companies. Initially, it was planned to complete the construction of all facilities by the end of 2022 at a project cost of ₽6,5 billion.

By mid-October 2024, polyclinics No. 2 on Vitaly Potylitsyn Street and No. 7 on Proletarskaya Street were put into operation. Polyclinic No. 27 on Yerevan Street is preparing for delivery by the end of 2024 . The construction of the remaining four facilities - polyclinics No. 13, No. 16, No. 18 and No. 22 - was postponed to 2025.
According to the GC "VIS," the construction readiness of these four objects varies from 20% to 70%. At polyclinics No. 13 and No. 18, work is underway on the installation of facades and the construction of elevator shafts. The building frame is concreted at facility No. 16, and a roof is arranged at polyclinic No. 22 and internal heating and drainage systems are installed.
The company called the coronavirus pandemic, rising prices for construction materials, sanctions restrictions on the supply of equipment to Russia, as well as the suspension of funding from the regional Ministry of Health from October 2023 to June 2024 due to an increase in the key rate of the Central Bank.
In addition, there are problems with connecting facilities to city engineering networks and organizing access roads, which is outside the competence of a private partner.
The Minister of Economic Development of the region, Lev Reshetnikov, previously announced the possible termination of the agreement on the construction of four of the seven clinics due to the investor's failure to fulfill its obligations. However, work at all facilities continues.[1]
