City Information Center

The municipal budget institution "City Information Center" is a non-profit organization. The founder of MBU "GIC" is the municipality of Volgograd. The owner of the property transferred to the operational management of MBU "GIC" is the municipality of Volgograd.

The purpose of "GIC" MBU is to:

• meeting the needs of local authorities of Volgograd related to the search, receipt, transfer, production and dissemination of information using information technologies, implementation of requirements for the development of information systems for various purposes for local authorities, provision of services in the field of information support, telecommunications and data transmission systems.

In order to achieve the goals set by the MBU, GIC carries out the following main activities:

• formation and maintenance of municipal information resources, ensuring their protection;
• development, commissioning and maintenance of information systems, software applications and databases;
• administration and maintenance (including performance of information protection works) of the communication software and hardware complex of the municipal information and computer network of Volgograd;
• implementation of the citywide policy of creating, using and developing telecommunication technologies, software and hardware and other technical means in the infrastructure of the municipal information system of local governments of Volgograd;
• creation, development and maintenance of a departmental communication and telecommunications system of local governments of Volgograd;
• creation and maintenance of the Volgograd geographic information system, maintenance and maintenance of the Volgograd municipal spatial data bank, formation of the Volgograd municipal spatial data bank in terms of spatial data on the addresses of real estate objects in Volgograd, formation and digital maintenance of topographic, cartographic materials, special and thematic maps, diagrams, plans and atlases;
• ensuring compatibility of information systems by establishing uniform requirements for hardware and software, organizational procedures, forms of document flow and information exchange, rules for the presentation and protection of information;
• assigning addresses to real estate objects and maintaining the address register of real estate objects of Volgograd;
• administration of the official information and reference Internet portal of Volgograd, other official Internet resources of Volgograd;
• maintenance and maintenance of map Internet resources of Volgograd;
• advising and training municipal employees, employees of municipal institutions of Volgograd on the use of information systems;
• provision of information services to citizens and legal entities using PSTN (public telephone networks);
• Organizing and holding conferences and seminars on issues within the purview of the Institution;
• performance of all types of information support and data processing services, design, creation and placement of information-reference and other systems (local and Internet);
• legal and methodological support for the activities of the Institution;
• accounting and preparation of tax, statistical and other reports;
• logistical and economic support for the activities of the Institution;
• human resources and records management;
• interaction with the public and the media;
• Activities for the technical protection of information constituting State secrets and information with limited access in accordance with the legislation of the Russian Federation.
