The launch of the industry security center of the Ministry of Digital Information became known to Izvestia from the materials of the department's presentation. Identification and capture of the specific hacker can not be an ultimate goal of attribution, the head of the center of a research of safety of industrial systems of Kaspersky Evgeny Goncharov reported to the edition. According to him, attribution is most often a system of knowledge about the tools of groups of criminals. It helps to assess and distribute threats in order to increase their effectiveness.
The Ministry of Finance clarified that in their case, the investigations will meet both descriptions. The center will not only collect and analyze data on ranking attacks by the degree of danger and increasing the effectiveness of countering them, but also determine the belonging of hackers to certain groups. And the methods and processes of attribution of computer attacks are confidential information, the department emphasized.
Vladimir Makarov, chief specialist of the information security audit department of T. Hunter, believes that assigning attribution functions to the center of the Ministry of Digital Affairs can be a successful experiment, a new round of evolution of state CERT (computer emergency response teams).[1]
