35 billion rubles were allocated for the development of healthcare in Primorye in 2018-2023. The governor of the region Oleg Kozhemyako spoke about this at the end of August 2024, speaking at the board of the regional Ministry of Health.
Medical workers and representatives of specialized municipal authorities from all districts of the Primorsky Territory came to a large-scale meeting. Oleg Kozhemyako, opening the work of the board, said that an effective health care system makes a significant contribution to the development of Primorye.
In October 2023, Deputy Prime Minister - Minister of Health of the region Anastasia Khudchenko said that the amount of funding for the health care system of the Primorsky Territory in 2024 will amount to 32 billion rubles, of which 30 billion is provided for by the regional budget.
During the program, more than 8 billion rubles are allocated for the modernization of primary health care, of which 4.5 billion rubles have yet to be mastered. 2.8 billion rubles will be allocated for the construction of medical institutions, 536 million - for major repairs, more than 1 billion rubles - for the purchase of equipment. Serious funds have been allocated from the budget to complete the health informatization program. Thanks to the financial support provided by the government, next year we will be able to talk not just about informatization, but about the digital transformation of the health care system of the Primorsky Territory. 2020: Renaming to the Ministry of Health of Primorsky Krai
By the Decree of the Administration of the Primorsky Territory of August 20, 2019 No. 547-pa, the Department of Health of the Primorsky Territory from January 1, 2020 was renamed the Ministry of Health of the Primorsky Territory[3].
2014: Kraftway computers for 2 years traveled to hospitals in Primorye
In February 2014, the Control and Accounts Chamber of the Primorsky Territory reported on the audit on the supply and installation of computers to regional healthcare institutions as part of the healthcare modernization program over the past year.
As follows from the published document, the need for such an event arose due to the fact that earlier, having checked the effectiveness of spending funds under a similar program, the Chamber of Control and Accounts revealed violations by the health department in the execution of the contract with Kraftway.
Within the framework of it, the company until the end of 2011 was supposed to supply the department with computer equipment and software in the amount of 63.4 million rubles, intended for more than two dozen health care institutions, mainly hospitals. The largest delivery - in the amount of 16.3 million rubles. - was supposed to go to the "Primorsky Regional Medical Information and Analytical Center" (GAUZ "PC MIAC").
Kraftway fulfilled this contract by supplying equipment to the health department, but as of January 2012, it was not reflected or paid for in the department's records. The company was able to receive funds for the supply only in April 2013 by decision of the arbitration court.
Only after that, almost 2 years after the delivery of equipment, paid computers and software were accepted for budget accounting and in October 2013 transferred to the balance sheets of healthcare institutions, according to the report of the Control and Accounts Chamber of the Primorsky Territory.
As of the end of 2013, according to the regulatory authority, equipment in most institutions was still not in use. In some institutions, it lay in warehouses, since there were no free premises for its installation, some of the department had not yet transferred software licenses, and others did not have enough funds to install computers and create an information network.
The contract with Kraftway involved installation and commissioning, but the contract terms under which the company could do this expired. Thus, the costs of installing local area networks and commissioning will require additional budget costs.
2013: Dismissal of the Head of Department
In October 2013, the head of the department, Oleg Bubnov, who had worked in this position since March 2013 (acting head - since October 2012), was dismissed after a high-profile scandal with incorrectly made samples of Mantu in the village of Novosysoevka: schoolchildren were given a dosage exceeding the norm by 2.5 thousand times, as a result of which about 30 students of grades 5-9 were in the hospital.
In January 2014, Bubnov's place was taken by the new head Yevgeny Makhinya, who since 2003 worked as deputy director and director of the Midas medical center, and since July 2013 - head physician of the Khasan Central District Hospital KGBUZ.
