2024: Permit to launch 3 gas fields from Rosnedra

On March 19, 2024, the Ministry of Industry and Energy of the Saratov Region announced that Rosnedra had issued permission to Diall Alliance to commission three gas fields of the Vostok project. We are talking about objects worth billions of rubles.

Diall Alliance LLC belongs to the Sigma Energy structure, which is owned by Arkady Abramovich, the son of Roman Abramovich. Diall Alliance has licenses for the development of the Bortovoye block, which includes nine oil and gas fields in the Volga region.

Reportedly, Rosnedra allowed Diall Alliance to launch production facilities for three fields in the eastern part of the Bortovoye license area in the Saratov region. These are complexes of the Pavlovsky field in the Dergachevsky district, as well as the Lipovsky and Nepryakhinsky fields of the Ozinsky district.

As part of the project to develop these fields, the Karpenskaya integrated gas treatment unit was reconstructed, affecting all the main units - granular sulfur production, condensate stabilization, methanol regeneration, etc. In addition, it is claimed that an unparalleled gas demercaptanization plant has been created in the Saratov region, significantly increasing the efficiency of purifying natural gas from sulfur compounds. The investment project provides for the drilling of new wells, as well as the construction of 200 km of the gas pipeline to the Karpenskaya installation.

According to Interfax, the arrangement of the fields of the eastern part of the Bortovoye license area in the Saratov region with the creation of an oil and gas processing infrastructure is estimated at 13.6 billion rubles. It is expected that the Vostok project will make it possible to produce more than 900 million cubic meters of natural gas per year.^[1]

2022: Transfer to Sigma Energy control

In March 2022, against the background of Russia's special operation in Ukraine and sanctions by the United States and its allies, the Saratov company Diall Alliance, affiliated with Roman Abramovich's son Arkady, came under the control of the Russian Sigma Energy. The corresponding changes were made to the Unified State Register of Legal Entities on March 23. Previously, the owner of Diall Alliance was the Cypriot Royal Atlantic Energy Limited - the "daughter" of Zoltav Resources Arkady Abramovich.
