History
2025: Construction Begins
In early September 2025, it became known that the DoliNA IT cluster with five data centers (data centers) focused on artificial intelligence tasks would appear in Russia. The site will be located in the immediate vicinity of St. Petersburg, near the city of Pavlovsky.
The IT Cluster project of DolIIna is being implemented within the framework of a partnership between VSP Global and Atomdata (a subsidiary of Rosatom). The parties signed a memorandum of cooperation in order to develop infrastructure and information technologies in the field of artificial intelligence. The document provides for the creation of data centers for high-load calculations.

A feature of the DolIIn cluster is a specialized engineering infrastructure that will provide flexibility in combining classic and high-load racks. The project involves direct connection to the modern Vostok digital substation at the HV electricity tariff (110 kV): this, as noted, will provide the most attractive conditions for future customers of data center services.
The total capacity of five data centers is 50 MW. The design energy load of one IT rack is from 20 to 100 kW, and the design energy efficiency factor (PUE) is about 1.2. In total, approximately 3,000 racks will be placed in data centers. Public and business space with an area of 40 thousand square meters is provided.
The agreement between VSP Global and Atomdat also provides for the creation of an AI competence center within the framework of the DoliNa cluster, which includes working groups based on leading universities of the Russian Federation, the Russian Association of Artificial Intelligence (RAII) and large industry business associations supporting the development of products and services using AI.[1]
