2007
At the beginning of 2007 the Eventis Mobile operator began to work. He was founded by the Cyprus offshore with the Russian roots Eventis Telecom Holdings (ETH, at least till 2008 was included into "the St. Petersburg group" of operators) in partnership with the local entrepreneur Yury Cheban.
2010
At the beginning of 2010 the operator was declared bankrupt and stopped the work. The recognized debt of Eventis Mobile made $7.5 million, at the same time in creditor committee ETH and the Russian company "RTK-Leasing" supplying to the operator the equipment were not allowed (the total debt before them makes $70 million).
Since then three attempts to sell property of Eventis Mobile were performed. The two first tender, carried out by the managing director of insolvency, terminated unsuccessfully on an absence reason of applicants. For the third time the creditor committee tried to sell an asset independently, having signed at the end of 2010 the relevant agreement with the Russian-Moldavian I-Tel Sistems for the amount of 40 million lei ($3.3 million).
The managing director of insolvency of the operator Vyacheslav Apostol considered such assessment underestimated and filed a complaint to prosecutor's office and also appealed against the solution of creditor committee in appeal chamber of Chisinau. He won listenings in the first instance, but then case was returned on new trial. In turn, the creditor committee tried to discharge Apostol and took with Ik legal action of the sector of the Botanist (the district of Chisinau). The judge at first took out interim measures about prohibition of activity of the managing director of insolvency, but then cancelled them in connection with incompetence of the claim (case will be considered also in Appeal chamber).
2011
In March, 2011 in Moldova the auction for sale of property, including GSM licenses and frequencies, Eventis Mobile operator took place. As told CNews Ukrainians picked up the ruined operator of "the St. Petersburg operators" the managing director of insolvency of the operator Vyacheslav Apostol, two Moldavian companies belonging to foreign investors – Victormax-Sistems and Grand-Maks participated in an auction.
Victormax-Sistems which offered for an asset of 120 million lei ($10 million) became the winner. It is a little more the starting price - 118 million lei ($9.8 million). Victormax-Sistems belongs to the citizen Ukraine whose name the Apostle does not reveal. The company already paid a deposit of 12 million lei in size ($1 million), the rest will need to be paid in addition within 20 days.
According to the Apostle, members of the committee of creditors of Eventis Mobile lobby the interests of I-Tel Sistems and consciously try to reduce asset cost. For the same reason, as the managing director of insolvency considers, in the previous two times he did not manage to sell property of the operator at tenders though the starting price both times not much more differed from present - 113.5 million lei ($9.4 million). ETH refused comments, having referred to the fact that the company had no access to the tender documentation.
2016: "The St. Petersburg operators" unscrupulously made bankrupt mobile operator
The Russian company Eventis Telecom Holdings did not fulfill investment obligations of rather Moldavian mobile operator Eventis Mobile and performed its dummy bankruptcy. The expertize which is carried out by the authorities of the country[1] came to such conclusion[2].
The expertize concerning bankruptcy of the Moldavian mobile operator Eventis Mobile which is carried out by Pyotr Sazhin, the expert of the National center of judicial examinations of the Ministry of Justice of Moldova at the request of the State Office of Public Prosecutor of the country was at disposal of CNews.
In Sazhin's report it is specified that ETH did not fulfill the investment obligations concerning financing of Eventis Mobile: having won in 2006 competition for obtaining the cellular license, Russians undertook to invest $114 million in the company, however instead investments made only $61 million. It also caused that Eventis Mobile did not come to profit.
Moreover, investments of ETH were performed in the form of Eventis Mobile loans under 15% per annum. As a result for the end of 2010 the debt of Eventis Mobile to ETH was $74 million taking into account percent. ETH long insisted on inclusions of in Eventis Mobile creditor committee and achieved it in 2013. But Sazhin considers that ETH has no right to require interest payment on the loans issued by Eventis Mobile as Russians were obliged to finance Eventis Mobile.
Besides, a considerable part of funds which ETH allocated Eventis Mobile returned in Russia. The equipment to the operator was supplied by the Russian company "RTK-Leasing" (the debt of the operator to this structure taking into account percent was 8 million euros for the end of 2010), and the Moldavian ICN Consulting which belonged other Russian leasing structure – Telecom MTK was a contractor on construction of network. Both RTK-Leasing, and Telecom MTK were considered as friendly to "the St. Petersburg group of operators".
And in 2010 the State Office of Public Prosecutor of Moldova even brought criminal case on suspicion of money muling from ETH. It became clear that in 2008 the Russian shareholder translated Eventis Mobile of $2 million which the operator right there sent to ICN Consulting, and this company returned these means in Russia. In 2011 this case was closed.
