The Russian Prime Minister V.V. Putin at a meeting with students of DVGU, on September 1, 2008:

"In fact, based on your educational institution we want to create the federal university – and with basic updating of its base – on Russky Island."

"… we hope that it will be made at the highest, most modern technology level."

"… we are going to select for this purpose rather big money. Should tell that earlier, probably, in any case, in the contemporary history of Russia we never selected for such purposes so much - it is nearly 300 billion rubles."
