The Federal Notary Chamber (FNP) is a non-profit organization based on the principles of self-government, self-regulation and self-financing.

History

1993: Establishment

The Federal Chamber of Notaries was established in accordance with the Principles of the Legislation of the Russian Federation on Notaries at the constituent conference of plenipotentiaries of notaries of the constituent entities of the Russian Federation, which was held on September 22, 1993 in Moscow. The first regional notary chamber was created a little earlier - in March 1993 in the Republic of Buryatia. A month later, notaries of the Lipetsk region united, a year later notary chambers worked in 17 constituent entities of the Russian Federation.

2001

A special role in the creation and formation of the FNP was played by Anatoly Ivanovich Tikhenko, the first private notary of Russia, and later the president of the Federal Notary Chamber. During his tenure as president, the PNP from a simple non-profit organization turned into the first and at that time the only self-regulatory organization capable of realizing state functions. Until his death in February 2001, A. I. Tikhenko remained a consistent conductor of the idea of ​ ​ an independent, non-budget notary, as a publicly legal, human rights and law enforcement institution, standing to protect the rights and legitimate interests of citizens and legal entities.

2002

The current leadership of the Chamber adheres to the same position, as confirmed by the adoption by the General Assembly of plenipotentiary representatives of the notary chambers of the constituent entities of the Russian Federation of a number of internal regulations confirming the high status of the Russian notary and the leading role of the Federal Notary Chamber in the organization of notarial activities. In particular, in 2002, the Model Charter of the notary chamber of a subject of the Russian Federation and the Professional Code of Notaries of the Russian Federation were adopted, the execution of which became mandatory for all notary chambers and notaries of Russia.

The organizational structure of the Federal Notary Chamber has proved its effectiveness and has become an example for other legal institutions, in particular, for the legal community, arbitration managers, evaluators, etc.
