History
Development of the state statistics is defined by many conditions and factors of economic, social and organizational character. And first of all, requirement of public authorities for data on an economic and social status of the country. In the first half of the 19th century organizational and structural execution of the state statistics in Russia began. In September, 1802 according to the Imperial manifesto of the emperor Alexander I the written reporting of the ministries is entered. This year is considered to be year of birth of the Russian state statistics.
1863: Creation of the company
In the State archive of the Chita region in the preface of fund of the Transbaikal regional statistical committee it is told that for collecting of exact data on quantity and quality of lands, the population and productive forces of area, for check and processing of these data in Chita in 1863 the Transbaikal regional statistical committee on the basis of regulations on the Central statistical committee was founded. Meanwhile in funds of the State archive of Zabaykalsky Krai materials which testify as to earlier, and later organization of committee were detected.
1863-1865
The Transbaikal regional statistical committee created in 1863-1865 (date is specified) submitted "concerning works and the scientific direction to the Central statistical committee". The Chairman of the Committee was the military governor of the Transbaikal region. The committee was made by the assistant to the chairman, the secretary, members: indispensable, valid and honourable. The assistant to the chairman was elected for 3 years from among members of the committee. Chiefs of different departments, directors of schools, members from the Spiritual consistory, members from departments of means of communication and Mountain department were indispensable members of the regional statkomitet. Full members were obliged to collect, to check and process statistical data on area, also, as well as indispensable members, they had the right to vote in all affairs of committee. Honorary members were the persons which entered considerable donations on development of the statkomitet, or the persons which purchased popularity scientific works. To a position of the secretary the person having academic degrees or having a full course of sciences of a higher educational institution affirmed, the voting right was granted to the secretary on an equal basis with other members of the committee.
1852
The Transbaikal regional statistical committee in the building of the Regional board which is specially constructed in 1852 for services of the vice governor formed in 1851 the Transbaikal region (this second in age building of Chita after Cathedral of the Archangel Michael) on Koreyskaya Street was placed (nowadays Leningradskaya St., 3).
1871-1876
The statistical committee systematized all arriving information, sent to the Central statistical committee, provided to the Military Governor of the region and used in the work. Committee "Memorable books" where the major events were celebrated were issued. For example, the basis of Chita, appointment and dismissal from a position of the Military governor, construction of the Transbaikal railroad and. etc. In 1871 there was "A memorable book of the Transbaikal region" under edition of the secretary of I.A. Menchukov printed in Sinitsyn's printing house in Irkutsk. In it are included: "The address calendar of the persons serving in the Transbaikal region of Civil, Military, Mountain and Spiritual departments", "Statistical data of the Transbaikal region for 1870", Sketch of Transbaikalia, "Several words about national education in the Transbaikal region", "The description of monasteries, cathedrals, churches and chapels" "Different data". In 1876 "The address calendar and the memorable book of the Transbaikal region for 1876" was published in printing house of the Transbaikal Cossack army. The subsequent memorable books differed from each other according to the contents and statistical data, but they were published occasionally. In the summary directory of their Transbaikal state edge scientific library 17 names are registered. In the late seventies began to issue the annual reviews "Overview of the Transbaikal Region".
1891
In 1891 specially to arrival in Cheeta Ego of imperial Majesty – Crown Prince Nikolay Aleksandrovich Romanov - in Irkutsk the book of the Transbaikal regional statistical committee "Short Historical, Geographical and Statistical Sketch of the Transbaikal Region" was printed. The book was presented to future emperor as soon as he entered borders of the Transbaikal region.
1897
In 1897 from January 28 to February 9 (on old style) in Russia the first general population census of the Russian Empire was conducted. During this census the regional statistical committee received data from chiefs of volost and stanitsa boards on number of inhabitants. These data were systematized and sent to the Central statistical committee. Over the years information processed by committee extended. Statistical tables on different questions for the Central statistical committee, statistical sheets to annual reports of the military governor were formed.
1917-1941
After the revolution of 1917 the statistical committee did not stop the activity up to 1919. Was engaged in a census of city and rural settlements, an apartment census. In November, 1920 the Council of Ministers of the Far East Republic (DVR), executive body of the Government of DVR was formed. All organizations and organizations of imperial Russia including the Transbaikal statistical committee, were abolished [7]. On July 12, 1921 regulations on the Central statistical office of DRV are approved, the Central Statistical Office of the Far East Republic is created. However existed statupravleny DVR not for long. According to the Law DVR of 12/13/1921. The Central Statistical Office of the Far East Republic was abolished, its functions are transferred to the Ministry of the national economy of DVR. Due to the formation in 1937 of the Chita region the organizing committee of VTsIK across the Chita region at the 2nd meeting made on October 17 the decision on the organization of 9 divisions of Regional executive committee and including Regional management of economic accounting. In 1937 statistical bodies consisted of the Chita regional management of economic accounting (UNHU) and 32 inspectorates of economic accounting. In 1941 they are transformed to the Chita regional statistical office of the State Planning Committee of RSFSR. Bodies of the state statistics were in its structure till 1948.
1948
In 1948 when bodies of statistics were brought out of the system of a State Planning Committee, management began to be called the Chita regional statistical office of TsSU RSFSR at Council of Ministers of RSFSR, then Statistical office of the Chita region TsSU RSFSR. In 1973 as a result of merge of computing stations of a statupravleniye the Computer center of Statistical office of the Chita region is created.
1987-1994
In 1987 based on Statistical office and the consolidation "Chitaoblmashinform" (till 1984 – Computer center) the Chita regional management of the state statistics of TsSU RSFSR, and in 1994 - the Chita regional committee of the state statistics is created. In the late eighties the state statistics started implementation of essentially new approach in assessment of business activities of associations of the enterprises and organizations, proceeding from conditions of management on the basis of complete cost accounting, a new order of drawing up plans of economic and social development, gain of a role of qualitative indexes, i.e. the conditions connected with the period of radical reorganization of management of national economy. During this period much attention was paid to improvement of the economic analysis and statistical information, streamlining of the reporting and ensuring its reliability, expansion of publicity of statistics, reorganization and increase in a role of statistical bodies.
2004-2008
After adoption of the Decree of the President of the Russian Federation V.V. Putin of March 9, 2004 "About a system and structure of federal executive authorities" the committee was transformed No. 314 to Territorial authority of Federal State Statistics Service in the Chita region (Chitastat), and since March 1, 2008 in connection with formation of Zabaykalsky Krai, it began to be called Territorial authority of Federal State Statistics Service in Zabaykalsky Krai (Zabaykalkraystat).
The territorial authority of Federal State Statistics Service is the federal executive authority performing functions on formation of official statistical information on social, economic, demographic and ecological status of edge and also function on control and supervision in the field of the state statistical activity in the territory of the region.
