Federal State Unitary Enterprise NIIPS specializes in development of information systems, the equipment and technical means for needs of the mail industry. All branches and departments of a mail service of Russia located in all territory of the country actively use products and services of the enterprise.

History

2011: The Competence Center on building tools softwares of Microsoft is open

In June, 2011 Microsoft and Federal State Unitary Enterprise announced Research and design institute of a mail service (Federal State Unitary Enterprise NIIPS) creation of the first in the mail industry Competence Center on technologies and building tools of the software based on solutions of Microsoft. One of the main tasks of this center is standardization and upgrade of development processes which are conducted by Federal State Unitary Enterprise NIIPS in the main directions of the activity.

Standardization of processes of Federal State Unitary Enterprise NIIPS takes place according to requirements of the third level of a maturity of the CMMI model (Capability Maturity Model Integration). It will allow Federal State Unitary Enterprise NIIPS to execute different projects on creation and upgrade of information systems with high quality, in time, within the planned budget and using advanced technologies of development and the latest software products. The Competence Center will play in this process very important role as will provide all requirements of Federal State Unitary Enterprise NIIPS for upgrade and use of innovations within all mail industry. CMMI is a set of methodologies of improvement of processes which contains a set of recommendations in a type the practician which implementation will allow NIIPS to solve assigned tasks effectively.

In Competence Center the pilot project on improvement of development process of information systems in unified instrumental environment according to the third level of a maturity of the CMMI standard is already started. The pilot project is unrolled in department of portal solutions and the sector of testing of department of quality of development of information systems. Completion of works is planned for September, 2011.

The Competence Center is organized using the latest work benches and the practician of Microsoft on the organization of development process: basic processes of requirement analysis, design, development and testing are implemented using the Visual Studio based on the Team Foundation Server 2010 server.

In addition to deployment of Team Foundation Server 2010 within joint work of specialists of Microsoft and NIIPS the formalized process descriptions of development, a configuration of deployment, creation of assembly of the software product, change control were prepared. In addition within the program of increase in efficiency of use of work benches and processes carrying out a series of trainings on the work benches focused on different employee groups of departments of development and testing is planned.

"Competence Centers on technologies of development of Microsoft – a new initiative in which several largest research institutes already participate. The Competence Center is urged to provide the most up-to-date information on development based on technologies of Microsoft (.NET, the Visual Studio) and also to promote performance improvement and predictability of development processes of software, – Alexander Lozhechkin, the director of the department of strategic technologies, Microsoft in Russia noted. – The joint Competence Center is a new stage of development of the relations with one of our key customers".

2010: Silver Microsoft partner

At the end of 2010 Federal State Unitary Enterprise NIIPS became the Microsoft partner, having signed the contribution agreement in community Microsoft Partner Network. The enterprise already fulfilled the necessary requirements for obtaining the status of the Silver Partner in competence Data Platform Silver, works on obtaining the partner status on competence ISV Silver are conducted now.

2006

Creation of CMS for creation of the corporate websites on the basis of which the website of FGUP Russian Post and Federal State Unitary Enterprise NIIPS was configured.

Creation of the All-Russian automated system of accounting of the registered mailings

Creation of the expanded version of a monitoring system of terminals

Creation of a universal form designer of data entry with automatic system of distribution of the rights

Carrying out Research and Development in the field of mail and transport logistics, development of standards, certifications of the equipment for the industry of a mail service

Creation of ISS the Passport of RPE – the system of collecting, storage and data processing about divisions of FGUP Russian Post

Creation of the reporting system consolidating data from DBMS Oracle, MS SQL Server PostgreSQL

The online services for FGUP Russian Post allowing clients to monitor the departures and to find on the card of a postal telegraph office are developed

The first version of TsHDPA – a centralized system of collecting, processing and data storage about the postal addresses with detailing to apartments is developed

The conclusion of the silver partnership agreement with Microsoft

Creation of a single system of online tariffing and integration with it the technology mail systems

1998: Registration in the form of federal state unitary enterprise

In February, 1998 NIIPS is registered as Federal State Unitary Enterprise – Federal State Unitary Enterprise NIIPS.

The federal state unitary enterprise Research Institute of a Mail Service (Federal State Unitary Enterprise NIIPS) performs functions:

• the general contractor of Research and Development on mail subject, coordinating research, developmental and project works of other departmental and non-departmental organizations in this area;
• functions of basic standardization organization in a federal mail service, negotiates specifications on production of the mail equipment;
• performs functions of governing bodies "System of voluntary certification of the equipment of a mail service" and "The systems of voluntary certification of services of a mail service".

1994: Development of the FTP "Development of a mail service of the Russian Federation for 1994-2005"

In 1994 NIIPS developed the Federal target program Development of a Mail Service of the Russian Federation for 1994 - 2005 which was approved by the Government and was the fundamental document for development of the directions of further works in the field of mechanization and automation of processing of mail.

1991: Reorganization in NIIPS

According to the solution of Council of Ministers of the USSR of 2/28/91 No. software – 7535 and the order of the Ministry of Communications of the USSR of 3/29/91 No. 146 SPKB it was reorganized into Research and design institute of a mail service (NIIPS).

The 1970th: Development of an ACS for a mail service Onega

In the seventies works on creation of an ACS in a mail service, including an automated system Onega were actively carried out to SPKB.

1960: Foundation of Special design bureau, more than 1000 employees

The history of institute began in 1960, initially the institute was founded according to the order of the Ministry of Communications of the USSR of 9/29/1960 No. 612 as the Special Design Bureau (SDB).

In SPKB such divisions as CDB — being engaged in designing of the pochtoobrabatyvayushchy equipment, Giprosvyaz — the performing process design of the enterprises of a mail service and TsNIIS — the carrying-out researches in the field of a mail service were concentrated.

Together with the organization of head enterprise in Moscow, the SPKB branches in Kharkiv, Akhtyrke, Taldom, Kaunas which were placed at the plants releasing the mail equipment were created. The number of employees of SPKB in Moscow reached 560 people, and in branches — about 400 people. Concentration of research, ROC and design of the enterprises in one organization allowed to perform successfully large volume of works on mechanization and automation of production processes in a mail service.
