Activities

The main activity of FKC "Earth" is creation of automated information system of the State Immovable Property Cadastre (AIS GKN), including development of normative and legal, program and information support of an automated system, carrying out researches, developments and system implementation. The center is parent organization of the industry on creation of methodological bases of maintaining GKN of normative and legal, program and information support of an automated system. Together with the Branches FKC "Earth" performs scientific and technical maintenance of the implemented information technologies and software tools and also ensuring its operation.

The center is responsible for all complex of questions of development of methodology and carrying out the state cadastral assessment of lands.

The order Goskomzema of Russia FKC "Earth" is determined by parent organization by all complex of questions of information security of the GKN system.

FKC "Earth" is a coordinator of the international projects in the field of the inventory of the real estate and assessment of lands.

Kadastr-Online

Federal State Unitary Enterprise FKC Zemlya offers services in the organization of a portal system of cadastral data Inventory of Online regions of the Russian Federation.

The regional portal of cadastral data in electronic form (the statement about the land plot, the cadastral plan of the territory) created by FKC "Earth" is directed to service of requirements of a certain circle of authorized users:

• land management organizations,
• organizations of technical inventory,
• local government authorities.

Creation of the Inventory Online system is aimed at providing the following processes:

• providing complete and up-to-date information about land resources and real estate of the region;
• ensuring access to this information of a wide range of interested persons;
• creation of efficient mechanisms of information exchange of local government authorities and territorial authorities of the cadastral registration.

Creation of the regional cadastral expert system focused can become the real mechanism of the solution of the specified tasks:

• on ensuring access to data of the inventory from interested persons and local government authorities of the region,
• on expansion of level of information services in the land and property sphere,
• on strategic management by a land and property complex of the region.

Works are offered to be performed for 3 years (2009-2011) in three stages.

History

From 1991 to 1996 the enterprise was called the Russian center for scientific providing a land reform (RosNITs Earth). Due to the deployment of works on creation in the Russian Federation of an automated system of maintaining the state land cadastre (AS of GZK) in 1996 RosNITs Earth was transformed to the Federal cadastral center "Earth".

In 2001 the Russian institute of monitoring of lands and ecosystems is attached to FKC "Earth".

On February 25, 2010 the order of Rosreestr No. 21-kls to a position of the CEO of Federal State Unitary Enterprise FKC Zemlya temporarily transfers Ivan Ivanovich Valov.
