2019: Rustem Saymanov is appointed the CEO of club

In April, 2019 Rustam Sayakhov who worked as the CEO of 14 months was replaced well-known to the Kazan fans by Rustem Saymanov, the ex-sporting director of club.

2005-2012: Club under control of an organized criminal group Sevastopol

In Tatarstan the former employee of KGB of the USSR and the chief of the department of FSB on RT Alexander Gusev was the president of football club "Rubin" about 2005-2011. During this period Rubin which was considered as one of the richest clubs of the Russian football league and spending big money for transfers of players from the European clubs completely was under control of one of the largest organized criminal communities in Russia Sevastopol.

"Sevastopol" were called so because on the one hand one of their authorities Lenar Rechapov (Narrow) had the apartment for a skhodnyak in Kazan in Sevastopol hotel. With another, the head of RPE Vein Haidar Zakirov had hotel business in Sevastopol.

In a year after Gusev's leaving from a position of the president of Rubin and in two years after Rustam Minnikhanov's election as the president of Tatarstan leaders of RPE Sevastopol — the entrepreneur Radik Yusupov by nickname the Dragon and the commercial director of FC Rubin Rustem Saymanov by nickname Saimang were arrested and condemned.

The dragon was a co-owner of petrotrading company "Suvar", one of the largest holders of a liquid commercial real estate in Kazan and "roof" of the French given and the billionaire according to Forbes Alexey Syomin.
