History
2019: Rustem Saimanov appointed general director of the club
In April 2019, Rustam Sayakhov, who worked as general director for 14 months, was replaced by the well-known Kazan fans Rustem Saimanov, ex-sports director of the club.
2005-2012: Club under the control of organized crime group Sevastopol
In Tatarstan, the president of the Rubin football club from 2005-2011 was a former KGB officer of the USSR and the head of the FSB department for the Republic of Tatarstan, Alexander Gusev. During this period, Rubin, which was considered one of the richest clubs in the Russian football league and spent a lot of money on transfers of players from European clubs, was completely under the control of one of the largest organized criminal communities in Russia, Sevastopol.
"Sevastopol" were called so, because on the one hand one of their authorities Lenar Rechapov (Uzky) had an apartment for a family in Kazan in the hotel "Sevastopol." On the other hand, the head of the Zhilka OPS Khaidar Zakirov had a hotel business in Sevastopol.
A year after Gusev left the post of president of Rubin and two years after the election of Rustam Minnikhanov as president of Tatarstan, the leaders of the Sevastopol OPS, businessman Radik Yusupov named Dragon and commercial director of FC Rubin Rustem Saimanov named Sayman, were arrested and convicted.
Dragon was a co-owner of the Suvar oil trading company, one of the largest holders of liquid commercial real estate in Kazan and the "roof" of the French filed and billionaire according to Forbes Alexei Semin.
