The State Unitary Enterprise "TEK SPb" is responsible for 278 boiler houses. The company heats and supplies hot water to about 12,000 houses in St. Petersburg, in which about 2.5 million citizens live. Among the company's subscribers are residential buildings, social buildings - hospitals, schools, kindergartens, numerous production facilities. The company has the most powerful heating network system in the North-West region of Russia, which is about 4100 km.

All property of the enterprise is the state property of St. Petersburg. The company employs about 10 thousand people.

Production

Heating networks

State Unitary Enterprise "TEK SPb" has the most powerful system of heating networks in the North-West region. The total length of the enterprise's pipelines is 4100 km.

The diameter of the largest main line is 140 cm, the thinnest pipe in diameter is only 5 cm.

Most of the heating networks were built by the method of underground channelless laying with thermal insulation made of reinforced concrete. Recently, pipes in polyurethane foam (PPU) insulation, which reduce heat loss, have been used in the repair, replacement and construction of communications. Since 2010, during the construction and reconstruction of heating mains, the company began to widely introduce a new type of plastic pipes made of crosslinked polyethylene reinforced with high-strength aramid fiber threads (Isoproflex), as well as corrugated stainless steel pipes with insulation from polyisocyanurate foam (Casaflex). Corrosion resistant materials will increase the service life of pipelines up to 50 years and improve the quality of hot water.

Boiler houses

The State Unitary Enterprise "TEK SPb" is responsible for 278 boiler houses in most districts of St. Petersburg.

Among the boiler houses of the enterprise are the largest in Russia in terms of installed capacity. The "peak" boiler house "Parnas" provides heat and hot water to about 2,000 buildings in the Vyborg and Kalinin districts of St. Petersburg. Its total thermal power is 1250 Gcal/h.

Most of the boiler houses of the State Unitary Enterprise "TEK SPb" operate on natural gas. The company reduces the number of low-cost coal boiler houses and puts into operation modern block-modular sources. The reconstruction of small and large heat sources continues with the installation of automated process control systems.

Technologies

State Unitary Enterprise "TEK SPb" is the first enterprise in Russia that began to use a unique method of thermal aerial surveying when examining underground pipelines.

Thermal aerial photography is carried out using thermal imaging equipment installed on a helicopter. This method allows you to quickly identify the places of leakage of coolant and pipelines. Following photography from the sky, specialists perform a set of ground diagnostic work to determine the exact location of water leaks. With the help of the information received, an information and graphic base is formed on the state of the heating mains.


In the future, this information becomes the basis for drawing up an address program for the overhaul and reconstruction of heating networks.

Twice a year - at the beginning and end of the heating season - specialists of AP DIsSO LLC examine the pipelines of the State Unitary Enterprise TEK SPb throughout their entire length by the method of thermal aerial surveying.

Introduction of magnetic sludge separators into continuous operation

The main advantage of magnetic sludge traps is that, unlike conventional mud traps (filters), they retain their effectiveness longer.

Most mud traps (filters), the mesh cell of which has a size of 0.1 × 0.1 mm or more, can effectively clean water only at the very beginning of the heat supply period (during the first 1-2 days), when more than 85% of the contaminants have a particle size of more than 0,1×0,1 mm. Subsequently, the efficiency of these water treatment devices is reduced to zero, since after 3-7 days from the moment of heat supply, more than 80% of the contaminants have a particle size of less than 0.05 × 0.05 mm.

Introduction of film-forming amine complex (ODACON-technology) for preservation of boilers during long-term shutdown

The use of the technology makes it possible to protect the internal heating surfaces of boilers from parking corrosion, to refuse to carry out special measures for depreservation, to ensure environmental safety. The economic effect of using ODACON technology on one boiler is 50 thousand rubles/year.

Industrial introduction of colloidal-carbon inhibition technology of makeup water of open heat supply systems

The use of the technology makes it possible to significantly extend the corrosive life of heat and power equipment, reduce the number of chemical cleanings, and reduce fuel and electricity consumption.

Installation of heating networks in SGP-insulation using the operational-remote control system (UEC)

The Operational Remote Monitoring System (UEC) ensures timely detection of initial leaks on heat lines and prevents the occurrence of emergency situations.

Structure

The structure "ENERGY INDUSTRY St. Petersburg is formed by 2 functional units:

  • Branch of energy sources - includes 56 large heat sources, each of which supplies thermal energy to entire urban areas and neighborhoods.

combines 317 small heat sources with heat conduits connected to them, in the service area of which there are one or more buildings.

  • Branch of heating networks - includes heating networks of large boiler houses of the State Unitary Enterprise "TEK SPb" with all equipment located on them (CTP, ITP, PNS). The branch also monitors thermal energy quality parameters.

Also, the "Fuel and Energy Complex of St. Petersburg" includes the following auxiliary divisions:

  • Branch "Production Association of Special Machines and Mechanisms" (POSMM) - provides transport and equipment for maintenance and repair of heating networks. The fleet of the association has 563 units of special equipment, including cars, on-board and emergency vehicles, cranes, earthmoving equipment, lifting mechanisms, dump trucks and pumps, buses and passenger cargo transport.

  • Directorate for Prospective Development - is engaged in formalizing the technological connection of new subscribers to the heating systems of the State Unitary Enterprise "TEK SPb" on the principle of "one window" - from accepting an application to issuing a permit for connection.

  • Energosbyt branch - works with subscribers of the enterprise under existing heat supply contracts.

In addition, the company has a departmental recreation center. The entire property of GUP "TEK SPb" is the state property of St. Petersburg.

History

2023: St. Petersburg authorities bought the city heating network from Gazprom for 6 billion rubles

On December 27, 2023, PJSC TGK-1 (owned by Gazprom) announced the conclusion of an agreement with the State Unitary Enterprise Fuel and Energy Complex of St. Petersburg (TEK SPb) on the sale of its stake in the Heating Network of St. Petersburg JSC. 1938 - 2008

1938. Establishment of the Fuel and Energy Department of the Leningrad City Executive Committee (TEU) on June 17, 1938. The TEU is responsible for issues related to the provision of fuel and electricity to the city.

1941-1945. The fuel and energy department operates in the mode of an operational body. The department solves vital issues of providing fuel to city buildings and enterprises in conditions of wartime and blockade.

In the very first weeks, the war broke ties with fuel suppliers, disorganized transport. In September 41st, the Blockade began. For several long months, Leningraders were forced to heat their homes with what they could find inside the city. There was not enough firewood, coal practically did not reach its destination by rail. In December 41st, the Leningrad City Executive Committee for the first time decided to break down wooden buildings. This helped the townspeople hold out for the first winter-spring - the most severe period of the Blockade. It's time for austerity. One of the most important tasks of the TEU was the leading role in the struggle for all enterprises of the urban economy to save money in the consumption of fuel and electricity, develop new and tighten old norms. Boiler baths, laundries, hospitals, factories and factories continued to operate day and night. At air alarm signals, heat and power engineers heroically carried their watch and did not have the right to leave the workplace under any conditions.

TEU tried in every possible way to provide fuel not only to the population, but also to industrial and municipal enterprises. In September 1942, with the assistance of scientists and experienced engineers, the Fuel and Energy Administration created a unique organization - Energotop. Its tasks included the search and extraction in the city of any combustible waste that can be processed and used for heating. Boiler houses received and burned tons of coal tar, rubber waste, coal dust, sawdust, cellulose. Taking into account the increasing tension of the fuel balance of Leningrad, small TEU employees organized the extraction of a local type of fuel - peat.

More than 70 TEU employees were awarded medals "For the Defense of Leningrad" and "For Valiant Labor in the Great Patriotic War." After the end of the war, the TEU in extremely short time carries out work to restore the destroyed economy and ensure the rapidly increasing need of the city in heat energy.

1962. Transfer to the Fuel and Energy Department of the Directorate of Quarterly Boiler Houses and Heating Networks. This event determined the core direction of further TEU work - the construction and operation of heat sources and heating networks. TEU begins to carry out active work on automation and dispatching of boiler houses.

1979. TEU has been transformed into the Main Fuel and Energy Administration (GlavTEU), which centrally manages all sources of heat supply to the city. Later, in 1990, on the basis of GlavTEU, the territorial production association Leningrad Fuel and Energy Complex (LenTEK) was created.

1993. The state enterprise "Fuel and Energy Complex of St. Petersburg" was registered, which was the direct successor of TPO "LenTEK."

2000. By order of the City Property Management Committee, the State Enterprise "TEK" was renamed the State Unitary Enterprise "TEK SPb." The main task of the enterprise remains unchanged - to ensure stable operation and development of the heat supply system of St. Petersburg.

June 20, 2008. In memory of the heat power engineers of besieged Leningrad, the State Unitary Enterprise "TEK SPb" on the day of its 70th anniversary opened a memorial slab at the Piskarevsky cemetery. Only in 1942, according to official information, more than 100 TEU employees died or went missing in Leningrad. With clear, fine-tuned daily work, they created another page in the story of the heroism and courage of the people of the time.
