Fund of assistance to reforming of housing and public utilities

Fund of assistance to reforming of housing and public utilities - the state corporation.

The fund is created on July 21, 2007 on the basis of the Federal law "About Fund of Assistance to Housing and Communal Services Reforming".

The fund performs functions on providing a financial support to territorial subjects of the Russian Federation and municipal entities on capital repair of apartment houses and resettlement of citizens from abnormal housing stock. Since 2013 a fund is allocated also for upgrade of the systems of utility infrastructure.

One of tasks of housing and public utilities Fund stimulation of formation of effective mechanisms of management of housing stock and implementation of resource-saving technologies.

2017: Putin suggested to prolong work of housing and public utilities Fund till 2019

Vladimir Putin at a meeting of the State Council in May, 2017 charged to prolong work of Fund of assistance of reforming of housing and public utilities for 2018. Words of the president are cited by the official site of the Kremlin.

"I charge to the Government of the Russian Federation to develop permanent mechanisms of resettlement of dilapidated housing together with regions and to start them since January 1, 2019. And I suggest to prolong work of Fund of housing and communal services which in general proved the efficiency for a transient period" — Putin said^[1].

The housing and public utilities fund provides federal joint financing of regions for the purpose of implementation of the existing program of resettlement of the hazardous dwelling. It includes the apartment houses recognized unsuitable for accommodation till January 1, 2012. The program is implemented for 73% and should be complete prior to the beginning of September of this year. However 11 regions can not perform it in time, the head said at the same meeting Ministry of Construction Men.

"Work of Fund will be prolonged for a year, he will act till September, 2018. During this time we will stimulate those (regions — an edition) who successfully fulfilled obligations (on resettlement of the hazardous dwelling — an edition). They will be engaged in resettlement of the abnormal fund recognized like that after January 1, 2012. What mechanisms of resettlement of the hazardous dwelling will succeed work of housing and public utilities Fund, there is no final clarity. Among like those, in particular, in Ministry of Construction consider inclusion of appropriate programs in projects of complex development of territories in regions.
