Origin of the electric transport in Barnaul

At the beginning of the 20th century business life in Barnaul was in full swing and well affected welfare of the city. But, despite economic wellbeing, public transport in Barnaul was absent. However there were very many private carriers who had one - and two-horse crews. There were also several exchanges where there were carriers waiting for passengers.

At the end of 1911 the American Consulate General in Moscow in writing addressed to City Council with offers on development of municipal services of Barnaul. The consulate asked consent to issue of concession for the device of electric lighting, carrying out the tram, a sewerage construction, etc. the City Duma of the proposal of the American entrepreneurs left without answer.

Street of Barnaul. Beginning of the 20th century.

On the eve of World War I about 70 thousand lived in Barnaul human. In high gear the sphere of improvement developed. In plans of city self-government there was a carrying out electric lighting, the device of a water supply system and construction of the tram.

The City Council discussed an issue of the tram in February, then in June, 1914. On the basis of economic calculations the project of construction of the tram was made. It was supposed to start up two tram lines. With a one extent of 5 versts, another - 2 versts.

At the beginning of the XX century the new type of transport - the electric tram - was started already up in 14 Russian cities, in many others was designed. Aimed to keep up to date also in Barnaul. Implementation of these plans was interfered by the begun World War I. Except war, the huge economic loss to the city was caused by the fire - accident, happened on May 2, 1917. In the years of revolutionary changes and construction of new life had no time for the tram. The brightest page in pre-war development of the city is a construction of melange plant which began in 1932. The construction of plant had a huge impact on further development of the city. Together with plant it was supposed to construct also tram ways. In 1940 the plant on production volume reached the planned level, but the tram was not started up.

By 1941 the population of Barnaul was 172 thousand human. Very the problem of city transport was particularly acute. On the city 23 buses and 9 passenger taxi plied. It met the needs of only 10% of the population. The backwardness of a transport network was one of the main problems of Barnaul.

In 1940 the Executive Committee of the City Soviet of People's Deputies appealed to Moscow about construction of the tram. With spring of 1941 in Barnaul Narkomat's commission of municipal services which made the detailed document 'Basic Provisions on Development of the Public Transport in Barnaul' worked. According to this document construction of the tram was supposed to be broken into three queues and a message within 7 years. The Great Patriotic War destroyed these plans.

The main goal of construction of the new type of transport was to connect the residential downtown with the main industrial enterprises. Financing also is material - the equipment of construction was performed on the share beginnings - for the budget account and material resources of the allied ministries whose enterprises were located in Barnaul.

On August 18, 1946 at the enterprises of edge the community work day on procurement, removal, sleeper sawing and shipment of the wood for construction of tram ways was held.

On construction of the new type of transport the orgnabor of workers among residents of rural areas of edge was carried out, citizens came to community work days and community work days.

In 1947 on radio the rublika 'On construction of the tram' is entered. In spite of the fact that the great value was attached to launch of the tram in Barnaul, its construction was conducted extremely slowly. And in May, 1947 the Bureau of the Barnaul city town committee of the All-Union Communist Party (bolsheviks) makes the decision:

'Consider a first-priority and major task of all city party organization, economic and public organizations of the city the end of construction of the first stage of the tram by 30th anniversary of Great October socialist revolution'.

However in August, 1947 at a meeting of Bureau of a city town committee it was mentioned that speed of construction of the tram continues to remain extremely unsatisfactory. Start-up of the first stage of the tram was delayed for a year.

Except slow rates of construction works there were problems with the arrived trams. The motor cars received from Leningrad, 1915 of release were unsuitable to operation. Hook-on, 1931 of release, received from Moscow and Sverdlovsk, also needed under repair. The Barnaul enterprises were engaged in recovery of trams.

The history of the enterprise began in far 1948 when the first trams took to city streets.
