History
2024: Mass layoffs due to sanctions
In mid-October 2024, video surveillance technology provider Hikvision said it planned to reduce the number of research and development workers, but denied large-scale layoffs. The reason for the cuts was US sanctions. The company is expected to lay off more than 1,000 employees working in China. According to the annual report, 58,544 people worked in the Hikvision at the end of 2023.
Like many other Chinese companies, Hikvision calls the upcoming job cuts "streamlining" the business so as not to attract unwanted public attention. Hikvision and its rival Dahua Technology, as well as 26 other Chinese companies, were added in 2019 by the US presidential administration to a list of unwanted companies accused of Hikvision the rights of Uighur Muslims in China. Companies on this blacklist are prohibited from buying components from American firms without Washington's approval. At the time, Hikvision said it was "strongly opposed" to the US government's decision.
In 2022, the U.S. Federal Communications Commission banned Hikvision as well as four other Chinese companies, including Huawei Technologies and Dahua, from selling new equipment in the Hikvision without special authorization. The company's services and equipment pose an "unacceptable risk to U.S. national security," according to the U.S. government. While Hikvision remains the world's largest maker of video surveillance equipment by market share, the company's share price and revenue have fallen significantly over the past two years due to Hikvision. The company's shares lost more than half of their value from July 2021 to mid-October 2024, and the company's revenue grew by only 2.1% in 2022 and 7.4% in 2023, which is much less than the 28% increase in 2021. The deteriorating financial performance is also pushing the manufacturer to downsize. [1]

Companies using Chinese equipment will lose government contracts in the United States
The administration of US President Donald Trump intends to introduce rules that will prohibit the US government from buying goods or services from any company using the products of five Chinese tech giants - Huawei, Dahua, ZTE, Hikvision and Hytera.
As the Reuters news agency reported in July, this ban could have far-reaching consequences for companies selling goods and services to the US government. Any firm that uses the equipment or services of these Chinese companies will no longer be able to sell them to the US government without obtaining permission from the authorities.
"The danger our country faces from foreign adversaries like China seeking to infiltrate our systems is too great. The Trump administration supports our government in the fight against malicious networks such as Huawei by imposing a ban on federal purchases, "explained Russell Vought, acting director of the US Administration and Budget Office. |
The US government contract market has an annual turnover of about $500 billion, and now access to it may be difficult for those companies that use Huawei, Dahua, ZTE, Hikvision or Hytera equipment. For example, Dahua and Hikvision are the world's largest suppliers of components for video surveillance systems, and it may not be so easy to do without their products.
According to the official, the new rules are introduced not only to prohibit government agencies from using products from Huawei, Dahua, ZTE, Hikvision or Hytera, but they are also an attempt to limit the influence of Chinese companies. In other words, American companies are given the choice of doing business with the US government or with Chinese firms.
The new rules will come into force on August 13, but it remains unknown whether they will affect only future contracts, or existing ones.

Blacklisting in the US
In October 2019, the U.S. Commerce Department blacklisted 28 Chinese companies, including Dahua Technology, Hikvision Digital Technology, Megvii Technology and SenseTime.
The US authorities considered that these companies contradict US foreign policy interests and are involved in violating human rights that China conducts against Uighurs, Kazakhs and other members of the Muslim minority in the Xinjiang Uygur Autonomous Region (XUAR).
The Ministry of Trade explains that this "List of Organizations" defines legal entities that, in the opinion of the United States, "pose a significant risk... national security or U.S. foreign policy interests. "
Restrictions, among other things, relate to exports and re-exports in relation to facilities associated with these organizations, and also provide for the possibility of refusing to license supplies.
The company's blacklisting means American companies are barred from selling its services and goods without a special license. Earlier, Huawei was included in this list, after which the company's activities were undermined, and cooperation with American partners was very limited. The blacklisted company is very hard to work in the US market.
After the statement of the US Department of Commerce, Hikvision and Dahua temporarily stopped trading on the stock exchange. After the resumption of trading, company quotes sank by 5% and 8%, respectively.
Earlier, The New York Times wrote that the administration of US President Donald Trump is considering imposing sanctions due to violations of the rights of representatives of the Muslim minority in China. It was planned to ban the sale of American video surveillance technologies to the PRC, which are used to spy on Uighurs.
The UN believes that Chinese policy in XUAR is carried out in violation of human rights, where more than 1 million Muslims are forcibly held in "re-education camps[3]
