2019: IEEE prohibited Huawei to participate in reviewing of scientific articles
Specialists in the field of computer sciences are concerned by how the Institute of engineers of electrical equipment and electronics (IEEE) executes the sanctions imposed by the U.S. Government against Huawei IEEE[1].
On May 22, 2019 IEEE published[2] the list of what is possible for "the listed persons" (i.e. to the staff of Huawei and its branches) and what cannot be done under the auspices of IEEE. This list forced specialists to doubt independence of IEEE of the American government worldwide.
Being at the same time authoritative organization setting standards and a forum for professional discussion of different technologies, IEEE represents the place where the advanced researches are conducted. At the same time, the institute is the corporation registered in the USA obliged to fulfill the requirements of the legislation. When the law sets sanctions against the country or the company as it happened in a case to Huawei, institutes, agencies and corporations do not have any choice.
In addition, the resolution IEEE does not allow "the listed persons" to participation in reviewing of scientific publications. In particular, they cannot "get access to the materials provided by other persons for the publication until IEEE does not accept material for the publication according to the standard procedure". Only when IEEE will approve material for the publication, the staff of Huawei will be able to participate in its reviewing.
It is supposed that having blocked Huawei access to even unpublished materials concerning new technologies, the western specialists will save themselves from theft of intellectual property.
