2025: Russia and China begin joint CAD development for chip design

Russia and China have begun joint development of a computer-aided design (CAD) system for the creation of integrated circuits focused on applications in the microelectronic industry. The project provides for the unification of technological competencies of the two countries in order to form a single platform for designing chips and reduce dependence on Western software solutions. The beginning of the partnership became known on June 25, 2025.

According to CNews, information on bilateral cooperation was presented by representatives of the Ministry of Industry and Trade and the International Scientific and Technical Center (ISTC MIET). The partnership data was contained in the presentation materials of the departments, which also marked the beginning of three development work in the field of CAD.

The ISTC representative announced the development of opportunities for cooperation with Chinese developers to create more flexible and independent microelectronics design routes. According to him, we are talking not only about the implementation of individual solutions, but also about building a sustainable alternative to the Western monopoly on critical IT tools.

ISTC MIET Ministry of Industry and Trade Russia jointly conducts an analysis of the IT Chinese CAD scale and organizes the first meetings with relevant companies to study their technological groundwork. The Russian side is looking for opportunities to integrate domestic solutions into design routes, including the field of physical verification.

Such integration is especially important for ensuring the launch of Russian developments at Chinese production facilities. The ISTC representative emphasized the relevance of this area in the context of the interest of both countries in sovereign technological chains.

The cooperation vector includes the potential use of Chinese CAD in Russian design routes and the interest of Chinese partners in Russian niche tools in the field of engineering analysis systems. The parties see common ground for the exchange of modules, technologies and competencies.[1]
