State Unitary Enterprise of the Rostov Region "Information and Computing Center for Housing and Communal Services" (IVC Housing and Communal Services) is a subordinate organization of the regional Ministry of Housing and Communal Services. He works in the field of housing and communal services in Rostov-on-Don and in several other cities of the region, such as Taganrog, Shakhty, Bataysk, Novocherkassk, Salsk, Novoshakhtinsk, Azov, Ust-Donetsk.

IVC Housing and Communal Services specializes in servicing the population in the calculation of utility bills, as well as in the development of the necessary software for these purposes. One of the tasks of the center is to increase the level of collection of utility bills from the population.

History

2014: Criminal case against the former head of the IVC Housing and Communal Services

In early July 2014, the prosecutor's office of Rostov-on-Don sent a criminal case to the court on charges of the former acting director of the housing and communal services center ZKHDmitry Demin on the fact of committing a crime under Part 2 of Art. 201 of the Criminal Code (abuse of authority, entailing grave consequences).

As the investigation established, Demin, without the consent of the founder of the enterprise - the Ministry of Housing and Communal Services of the Rostov Region - concluded a license agreement with Information Technologies LLC to grant the company the right to use the One Window software and technical complex. The amount of the contract amounted to 12 million rubles.

The software in question was introduced in mid-2012 to ensure that citizens whose utility bills are calculated at the housing and communal services center can pay for housing and communal services via the Internet. In addition to bank cards, you can also pay bills using a number of electronic payment systems.

Speaking about the advantages of the introduction of "One Window" in the housing and communal services center, they noted that electronic payments save time for payers, the percentage of conscientious residents is growing, housing and communal services enterprises receive payment on time. At the same time, all processes become more visible and transparent.

According to the investigation, in addition to the conclusion of an agreement for the supply of this software not agreed with the founder, Dmitry Demin also, contrary to the charter of the enterprise and regional legislation on the obligation of the housing and communal services to transfer 30% of the profit to the regional budget, instructed the employees of the accounting department to calculate the profit of the enterprise, excluding the cost of paying for services under the contract with "Information Technologies" and reducing the amount of funds to be transferred to the budget by 1,830,410 rubles.

These illegal actions of Demin entailed causing property damage to the State Unitary Enterprise RO IVC Housing and Communal Services and the budget of the Rostov Region on a large scale, which is grave consequences, the prosecutor's office of Rostov-on-Don concluded.
