Receiving a grant of 100 million rubles for the development of CAD for chips
The Research Institute "Intelligent Instrumentation and Robotics" in 2026 will begin the implementation of three large technological projects funded under the state program "Priority-2030." This was announced in November 2025 by the rector of SevSU (a research institute was opened on the basis of this university) Vladimir Nechaev.
According to TASS, the university has become one of 106 participants in the Priority-2030 program who will receive grant funding. The total amount of funds allocated for development is 26.8 billion rubles. Sevastopol State University entered the third group of recipients, which guarantees him a grant of 100 million rubles. These funds are designed to develop infrastructure, purchase high-tech equipment, attract leading researchers and organize scientific activities.
Nechaev clarified that the list of strategic technological projects of the university remains unchanged. According to him, the leading initiative is "Rare marine robotic complexes of group application." In parallel, work will continue on the Gamma and Intelligent Systems for Managing Multi-Medium Environmental and Climatic Risks projects.
The strategic technological project "Gamma" is aimed at developing the computer-aided design system of the same name, created at the university to replace foreign software. This system is used to design microelectronics. According to TASS, in 2026 it is planned to integrate it with other domestic software products.
Within the framework of the project "Intelligent systems for managing multi-medium environmental and climatic risks," concrete results have already been achieved. According to TASS, two developed measuring devices are included in the state register of Rosstandart and integrated into the Environmental Security unit of the state information system Safe City[1]
Institute launch
In Russia, the Research Institute of Intelligent Instrumentation and Robotics has been created, which will ensure a high level of engineering developments and will contribute to their commercialization on the market. The new unit was opened in the structure of Sevastopol State University as part of the Higher Technological School "Sevastopol Instrument-Making Institute." The creation of the Research Institute on July 1, 2025 was announced by the Vice-Rector for the Development and Digital Transformation of the University Vladimir Meshkov.
According to TASS, the institute officially begins work by solving the problems of commercialization of scientific developments. Russian President Vladimir Putin at the St. Petersburg International Economic Forum on June 20, 2025 noted an insufficiently high level of commercialization of scientific developments in the country.
Institute ofMeshkov explained that the research institute will be staffed by employees who will focus mainly on scientific activities. Specialists will participate in the educational process only to transfer the accumulated experience and the formation of scientific schools.
The creation of the institute will open up new opportunities for bringing developments to market and more productive work with customers and potential partners. The structure of the research institute provides for seven specialized research laboratories.
The institute will include laboratories "Biomechanics," "Underwater Communications and Navigation," "Marine Observation Systems," "Robotics and Intelligent Control Systems" and other units. All laboratories are united around scientific areas that have received serious development at SevSU in recent years.
The results of research on marine robotics, vision systems and new methods of underwater communication received high marks at the federal level in government structures and the scientific community. Inter-medium communication systems are also included in the list of priority areas of the institute's work.[2]
