However, ICANN may not be limited to this either. Sally Costerton noted that the corporation is studying the compliance of the deductions received with the inflation rate. ICANN annually receives 18 cents from each domain name under the management of all registrar companies and 25 cents for each transaction (registration, renewal or transfer of domain name) from all registrations. The main source of deductions is VeriSign, which manages the.COM domain, and the fact that it has been noting a decrease in the number of registrations for several quarters in a row could not but negatively affect ICANN's financial situation.

If the revision of the amount of deductions nevertheless takes place, then the registrars and registrars will automatically shift its burden to their customers. At the same time, as noted, the most sensitive price increase may be for two categories of registrants. The first is individuals and legal entities whose financial capabilities are quite limited, the second is holders of large domain portfolios.

At the same time, representatives of the domain community are also concerned about the fact of the reduction of employees of the corporation. They fear that staff cuts could slow work on ICANN's current projects, including the preparation of the next stage of the new domains program.

ICANN also expects a decrease in the total number of new registrations in common top-level domains and a decrease in the number of accredited registrations - from 1,146 to 1,127 by the end of next year. True, the financiers of the corporation expect that the number of accredited domain registrars will slightly increase over the same period - from 2,447 to 2,452. But such a slight increase, of course, does not compensate for the decline in all other areas.

Refusal to disable Russian domain names

Sexual harassment at ICANN events

At the end of March 2018, information about cases of sexual harassment at ICANN appeared on the Domain Incite resource. The authors of the letter do not disclose their names or the names of men, but make it clear that they can do this if necessary. According to them, the main purpose of the letter is to draw attention not to specific people, but to the problem itself.

ICANN Corporation has the position of Ombudsman, whose responsibility is to consider such complaints. However, until the end of 2017, no such complaints were recorded. ICANNWiki Cost Reduction Plan

ICANN continues to look for opportunities to reduce budget spending. This need is caused by a decrease in the growth rate of the domain space, as well as the financial results of new common top-level domains, which in general turned out to be far from expected. One potential cost-cutting opportunity was a proposal to scrap ICANNWiki funding. The corresponding proposal was published on the ICANN website for public discussion and met with a very negative reaction. According to Domain Incite, of the several dozen published reviews, at least a quarter categorically reject the initiative. None of the commentators directly spoke in support. So Roland Laplant, marketing director of Afilias, noted in his commentary that "the complete and abrupt termination of funding for the project not only threatens its existence, but also devalues the efforts to support it over the years. The loss of ICANNWiki will be a loss of the community spirit that unites us. " The authors of many other comments agree with him.

In fairness, it should be noted that the ICANNWiki project has existed for 10 years, and only in the last 3 years has received financial support from ICANN. 2017

ICANN faces budget shortfall

ICANN Corporation intends to reduce staff and cut costs for its events and travel of employees due to the danger of a budget deficit. 2013: Brand Protection Rules in Top-Level Domains

According to the published document, registrars will be able to choose whether they will additionally reserve domain names during priority registration or not. In the first case, "start-date sunrise" awaits them, in the second − "end-date sunrise."

The Registry shall notify ICANN 30 days prior to the commencement of priority registration of its intention to reserve names during this period. The 'start-date sunrise' period itself must last at least 30 days.

If the priority registration occurs according to the'end-date sunrise' script, the registry will be able to start this registration stage at any time after domain delegation. The 'end-date sunrise' duration must be at least 60 days.

Registrars will be able to impose additional restrictions on the owners of trademarks registered in TMCH: for example, by class of goods or territory of registration, as well as the period when a particular trademark was registered. It is worth noting that these restrictions should apply to everyone who will later register domain names in the new domain zone.

In addition, registrars are allowed to reserve up to 100 domains for their own needs. They can do this even before the start of priority registration.

How to protect the rights of owners of those brands that are not registered in TMCH are determined by the registrations themselves. To do this, they can provide for periods of limited registration. The priority registration (Sunrise) can be the same in time as the limited registration period.

The timing in this case is not regulated by ICANN. However, during this period, the Claims service mechanism should operate: the applicant for a domain affecting the interests of the copyright holder who has registered with TMCH receives an appropriate warning. If he ignores this warning, then the owner of the trademark will receive a notice of "encroachment" on his "property" and will be able to register the domain name as a priority.
