2025: Launch of Russia's first production of base paper for tracing paper for ₽1,2 billion
The Kommunar paper factory in the Leningrad Region has put into operation the first domestic production of base paper for the manufacture of tracing paper with a total investment of over ₽1,2 billion. The company also launched the production of decorative impregnated base paper for the production of furniture boards and laminated plywood. Previously, these types of products were fully supplied to Russia from European countries. The launch of the new production took place in early September 2025.
According to the Industrial Development Fund, the federal organization provided ₽800 million under a preferential loan under the flagship Development Projects program. The investment funds are aimed at comprehensive modernization of the production and energy capacities of the enterprise with the installation of 70 units of high-tech equipment.
The modernization allowed the factory for the first time to be able to make paper with a density of less than 25 g/m ², which was previously unattainable for this production. In the future, it is planned to master the production of composite paper with a density of 18 g/m ² to expand the range of specialized products.
Especially thin glassin paper is a paper base in demand in the label production and printing industry. The company plans to produce up to 300 tons of glassin annually for the subsequent manufacture of tracing paper. Before the launch of Russian production, all such products were imported from European countries.
Decorative paper-base for impregnation of brand "Kommunar ImpBeiz" is intended for subsequent impregnation with thermosetting resins - melamine or phenol. The material is used in the production of HPL and CPL laminates, furniture products, kitchen countertops, flooring and facing panels. The planned production capacity is up to 6 thousand tons of products per year.[1]
