Accusation of negligence by the head physician in the case of child trafficking
On June 3, 2022, the prosecutor's office of the Krasnoyarsk Territory announced the approval of the indictment against the chief physician of the Krasnoyarsk Regional Clinical Center for the Protection of Motherhood and Childhood "and his deputy. Medical workers (their names are not named in the report of the supervisory authority) are accused of committing a crime under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence).
As investigators found out, the head physician did not control the discharge of babies born under the surrogacy program. His deputy, directly responsible for the discharge of children, signed unfilled forms of medical birth certificates and did not control the entry of reliable information into them.
As a result of the unlawful actions of the accused in the period from April to November 2020, 17 babies born in the perinatal center by surrogate mothers were transferred by fake powers of attorney to the director of Didilia Limited Liability Company, who was not their legal representative and planned to transfer them to third parties for monetary remuneration.
The criminal case will be sent to the Oktyabrsky District Court of Krasnoyarsk for consideration on the merits.
A criminal case has been initiated and is being investigated against the director of Didilia LLC and his accomplices under Part 3 of Art. 127.1 of the Criminal Code of the Russian Federation (purchase and sale of a person committed against a minor).
In April 2022, the prosecutor's office of the Krasnoyarsk Territory approved the indictments against four surrogate mothers in the case of the purchase and sale of children. They gave birth to children in the Krasnoyarsk Regional Center for the Protection of Motherhood and Childhood, received birth certificates at the registry office and issued a notarial power of attorney for the head of Didilia LLC and his accomplices to represent the interests of newborns in any organizations and institutions. In return, the accused received a reward of 850 thousand rubles.[1]
