2025: Engineering Infrastructure Construction Plan for ₽13 Billion
The creation of infrastructure for the special economic zone "Kulibin" in the Nizhny Novgorod region will cost ₽13 billion. Engineering networks, roads and parking lots will be built on the territory of the SEZ in Dzerzhinsk. This was told by the head of the Ministry of Economic Development of the region Denis Ismagilov during the government hour at a meeting of the Legislative Assembly at the end of May 2025.
The Development Corporation of the Nizhny Novgorod Region is engaged in the construction of infrastructure for the SEZ. Denis Ismagilov said that money for work was allocated from various sources: infrastructure budget loans, borrowed funds and regional financing. By May 2025, about ₽3,7 billion of the total funds were spent.
The construction of infrastructure is in the active stage of implementation. By the end of 2025, it is planned to commission power supply, gas supply, telecommunications networks, local treatment facilities, roads, storm sewers and parking lots. Water supply will be provided in the first half of 2026.
The corporation is building production buildings to quickly launch resident projects. In total, 10 production buildings with a total area of over 30 thousand square meters will be built. Each building includes two units - a production workshop and an administrative and household part.
In 2025, three buildings with a total area of 6 thousand square meters will be commissioned. These facilities will allow SEZ residents to start production activities faster without the need to build their own production facilities.
A special economic zone in Dzerzhinsk was created in 2020. Its area is 724.7 hectares. The SEZ includes a state territory with an area of 400 hectares and private sites of the enterprises DPO "Plastic," "Oka-Polymer" and "Synthesis Oka."[1]
