2025: The head physician of the hospital was accused of paying for his foreign internship at the expense of compulsory medical insurance

In the city of Malgobek of the Republic of Ingushetia in November 2025, a criminal case was initiated against the chief physician of the Malgobek Central District Hospital. The head of the medical institution is suspected of exceeding official powers in organizing and paying for a foreign trip.

According to the Investigation Department of the RF IC for the region, in September 2023, the chief physician concluded two contracts with an individual entrepreneur. The documents related to services to ensure the participation of a hospital representative in an internship abroad. The statement of the department states that payment under these agreements for a total amount of more than 660 thousand rubles was carried out at the expense of the compulsory health insurance fund, which is prohibited by the norms of Russian law.

As specified in the prosecutor's office, the internship was held by the chief physician herself. The program included visits to foreign health care facilities, and accommodation was arranged in a five-star hotel room. The investigation qualifies the unlawful actions of the suspect as a clear departure from the granted official powers.

As the press service of the Investigative Directorate of the Investigative Committee of Russia in the Republic of Ingushetia emphasizes, the activities of the ex-head physician caused significant harm to the interests of the state. We are talking about inappropriate and ineffective spending of budget money. The suspect is charged with the actions provided for in Part 1 of Article 286 of the Criminal Code of the Russian Federation. The maximum punishment under this article reaches four years in prison.

The basis for the procedural decision was the materials sent by the FSB of Russia in the Republic of Ingushetia and the Malgobek city prosecutor's office. Investigative actions are being carried out in the case to establish all the circumstances of the incident and ensure compensation for material damage, the press service of the department reports.^[1]
