2025: Executives charged with diabetic test strip fraud

The Investigative Committee of Russia opened a criminal case against the management of the Irkutsk company. Entrepreneurs are suspected of organizing large-scale fraud in the sale of medical devices in the amount of over ₽65 million. This was reported on August 28, 2025.

The criminal scheme operated from 2021 to 2023. The suspects were on the board of directors of the plant for the production of test strips and blood glucose control systems, one of the owners of which was the Ministry of Property Relations of the Irkutsk Region.

The investigating authorities found that the defendants in the case organized the compilation of fictitious documents on the supply of medical products to controlled organizations at a reduced cost. In fact, goods were sold to other buyers at the actual market price, and entrepreneurs appropriated the difference in the funds received.

In addition, businessmen concluded contracts for the provision of services with nominal persons, artificially overestimating the expenditure part of the enterprise. Such actions deprived the possibility of receiving dividends from other founders, including the regional ministry of property relations.

According to the materials of the regional department of the FSB, the investigation is conducted under the articles "abuse of authority" and "fraud on an especially large scale." Seven suspects appear in the case, including one woman. Four men have already been charged.

Searches were carried out in the places of residence and at the place of work of the members of the criminal group. Criminal activity was suppressed in cooperation with employees of the special rapid response detachment of the Russian Guard.

According to Interfax, among the defendants in the criminal case are the current and former heads of MedTechService LLC. The company is engaged in the production of medical devices to control blood glucose levels in patients with diabetes mellitus.[1]

2024: Leto Finance bought 50% of MedTechService

On February 12, 2024, it became known that the Moscow company Leto Finance entered into an agreement on the acquisition of a 50% stake in MedTechService LLC. There is no information on the amount of the transaction as of the specified date.

According to Interfax, MedTechService owns an Irkutsk plant for the production of test strips for measuring blood sugar. This enterprise at the time of commissioning in 2018 was estimated at 373 million rubles. The production line was delivered and installed by the South Korean company B-Bio. Output capacity reaches 3 million packages of test strips per year. In addition, MedTechService produces glucometers.

Under the terms of the agreement, Leto Finance acquired shares in the capital of MedTechService from its three main owners - Sergei Dyachenko, Fyodor Zheleznyakov and Pyotr Zheleznyakov. The first two transferred 17% each, the last - 16%, which provided a total of 50%. Moreover, the received asset "Leto Finance" was pledged by Zheleznyakov and Dyachenko, who own the remaining 50% in "MedTechService."[2]
