Initiation of criminal cases on fraud in the purchase of medical equipment
The Investigative Committee for the Ryazan Region opened criminal cases for the illegal transfer and receipt by an employee of a contract service of funds on a large scale (clause "b" of part 2 of article 2005 of the Criminal Code of the Russian Federation and clause "c" of part 5 of article 2005 of the Criminal Code of the Russian Federation). The press service of the department announced this on August 24, 2023.
According to the investigation, in the period from January 2018 to December 2021, a former employee of the Ministry of Health of the Ryazan Region illegally received funds from representatives of commercial organizations for assistance in concluding contracts for the supply of medical equipment and consumables in the amount of 960 thousand rubles.
These criminal cases are combined into one proceeding with a multi-episode criminal case initiated on the facts of receiving bribes by authorities officials from the heads of commercial organizations for assistance in concluding state contracts with these organizations for the supply of medical equipment for the needs of medical institutions in the Ryazan region.
As part of the investigation of this criminal case of a former employee of the Ministry of Health of the Ryazan Region, the investigation had previously charged with committing crimes under paragraph "b" of Part 2 of Art. 200.5 part 4 of Art. 159 of the Criminal Code of the Russian Federation (receipt of large-scale funds by a contract service employee, fraud committed on an especially large scale), the director of the above commercial organization - under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery committed on an especially large scale). They chose a preventive measure. The name of the ex-employee of the Ryazan Ministry of Health and the name of the company that turned out to be involved in the criminal case were not specified by August 28, 2023.
In July 2023, the investigation sent the former Deputy Minister of Health of the Ryazan Region and ex-Senator from the region Irina Petina to the pre-trial detention center for two months as part of an investigation into the case of fraud in the purchase of medical equipment.[1]
Arrest of former deputy minister
On July 11, 2023, the Sovetsky District Court of Ryazan arrested ex-senator from the Ryazan Region, former Deputy Minister of Health of the region Irina Petina. She was sent to a pre-trial detention center until September 9, 2023 inclusive on charges of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). She is also a defendant in a criminal case on the purchase of medical equipment for medical institutions in the Ryazan region. Officially, the circumstances of the case and the estimated amount of the bribe received by July 18, 2023 were not disclosed. Read more here.

Appointment to the position of the head of the Ryazan Ministry of Health Vladimir Khominets
In mid-July 2022, it became known that Vladimir Khominets headed the Ministry of Health of the Ryazan Region instead of Andrei Prilutsky, who headed the department since 2015. Local media associated the resignation with Prilutsky's health problems. Read more here.
