The Ministry of Digital Development, Information Policy and Mass Media of the Chuvash Republic (Ministry of Digital Development and Mass Media of Chuvashia) is an executive body of the Chuvash Republic that implements state policy in the fields of development of digital technologies, communications, media, publishing and printing activities under the jurisdiction of the Chuvash Republic.

The main tasks of the Ministry are (data for July 2022):

  • development and implementation of state policy in areas of activity within the competence of the Ministry;
  • regulatory and legal regulation in areas of activity within the competence of the Ministry;
  • development of international and interregional relations in areas of activity within the competence of the Ministry;
  • ensuring information interaction between state authorities of the Chuvash Republic, the media and society;
  • development of the infocommunication infrastructure of the Chuvash Republic;
  • meeting the needs of state authorities of the Chuvash Republic and local self-government bodies, economic entities and the population in communication and informatization services;
  • creation, support and development of the Republican Information and Analytical System (RIAS), including public access centers, ensuring the functioning of a single information space of state authorities of the Chuvash Republic and local self-government bodies.

Year results

In 2024 Ministry of Digital Development Chuvashia , updated the digital transformation strategy. The strategy covered 18 industries: a total of 142 projects, with 123 of them already implemented. Allocation of ₽300 million for large-scale modernization of the state data center

The government of Chuvashia has launched a project to modernize the republican data center. This became known on November 22, 2024. ₽300 million were allocated from the regional budget for the first stage of the program until 2026, the completion of all work is scheduled for 2030.

The Ministry of Digital Development of Chuvashia focuses on the importance of overcoming digital inequality, especially among the rural population, which makes up 35% of the republic's residents. The modernization of the data center is designed to ensure equal access to state information systems and digital services throughout the region.

Within the framework of the project, it is planned to introduce exclusively domestic software and equipment. The updated infrastructure will improve the processes of data collection, processing and storage, optimize the provision of public services to the population, as well as increase the level of information security.

The upgraded data center will be the basis for the development of regional digital services, including travel and business destinations. The project provides for the creation of a single platform for effective interdepartmental interaction and the provision of complex services to the population. To implement the next stages of modernization, separate design and estimate documentation will be developed.[1]

Results of digitalization of Chuvashia

In March 2023, the Minister of Digital Development, Information Policy and Mass Communications of the Chuvash Republic Mikhail Stepanov spoke about the results of digitalization of the region in 2022. During this period, in Chuvashia, in particular, the following became available:

  • one-time cash payments to pay the down payment when receiving a mortgage housing loan (loan) for employees of accredited IT companies of the republic in need of housing;
  • reduced tax rates on tax levied in connection with the application of a simplified taxation system for small and medium-sized businesses that have received a document on state accreditation of an organization operating in the field of information technology with an object of taxation in the form of income reduced by the amount of expenses in the amount of 5%, with an object in the form of income - 1%;
  • investment tax deduction for investor organizations of the Chuvash Republic operating in the field of telecommunications or in the field of information and communications. Such IT companies have the right to apply a deduction in relation to the costs of creating, acquiring the main previously non-exploited funds as part of the implementation of an investment agreement in the amount of more than 50 million rubles.

In 2022, Chuvashia ahead of schedule completed work to ensure the availability of mass socially significant services (MSZU) online - all 88 MSZUs determined by the federal list (with a plan of 55%) were put into electronic form. In 2022, more than half of applications for MSZU (52.65%) were carried out electronically through the State Public services portal (with a plan of 40%). In 2022, the number of users of Public services in the republic increased by 60 thousand people.

In 2022, the IT system of the unified dispatch service for managing electric networks "Digital Electric Networks" was created in Chuvashia. It is designed to provide centralized collection of information from electricity metering devices for further analysis of consumption and losses.

In 2022, the introduction of an information system for the formation of a register and monitoring the state of housing facilities with the development of a mobile application was completed. The use of the system will automate the processes of monitoring the technical condition of apartment buildings in Chuvashia.

The regional Ministry of Digital Development also talked about the introduction of an information system for accounting for household books, labeling and digital services for animal analytics in agriculture and veterinary medicine. The system will help monitor the emergence and spread of infectious animal diseases in Chuvashia in real time, as well as register and identify animals in the field in the absence of an Internet signal .

More than half of requests for MSZU received through the State Public services portal

In 2022, the Safe City Construction and Development Concept in the Chuvash Republic for 2022-2026 was approved, and a decision was made to create the Safe City hardware and software complex GIS Regional Integration Platform.

By the Decree of the Cabinet of Ministers of the Chuvash Republic of June 27, 2018 No. 245[3], the name of the Ministry of Information Policy and Mass Communications of the Chuvash Republic was changed to the Ministry of Digital Development, Information Policy and Mass Communications of the Chuvash Republic.
