About the enterprise

The state enterprise "Moscow Power Directorate" was created on the basis of the government decree of Moscow of 5/23/06. The owner of his property is the Department of property of the city.

With assistance of the Moscow Department of Fuel and Energy of KP of MED performs functions of the technical customer when working on design, construction and commissioning of objects of the GTPP, GTU, the CCGT, PS, abnormal sources of power supply of health care facilities and also is responsible for release of platforms under construction of new substations.

Service of technology accession

One of the services rendered by the enterprise to legal entities and physical persons is technology accession for the purpose of creation of an opportunity for consumption (issue) of electric power and providing the actual connection of power stations (the power accepting devices) of applicants to objects of network economy.

Technology accession is necessary for the legal entities and physical persons wishing to have an opportunity of power supply of again constructed objects. All constructions which are not provided with the electric power concern them.

The service in technology accession is also rendered to the consumers needing increase in power consumption on the objects which are already connected to the electric network and also in case of need increases in category of reliability of power supply.

History

2013: FAS will understand whether legally to require the vendor statuses at IT biddings

In September, 2013 the Center of Cloud Computing company addressed with the complaint FAS to "The Moscow power directorate" with the requirement to recognize the last violated the antitrust law and to carry out concerning it unscheduled inspection.

Claims at "The center of cloud computing" arose during tender on creation of the third queue of the automated control system for networks and technology accessions worth 25 million rubles as which customer the directorate acts.

This system is intended for automation of information exchange between the organizations of Moscow and directorate about the requests for technology accession which arrived and accepted in work and also for formation of the analytical reporting for the management of directorate and the Moscow Department of Fuel and Energy.

One of requirements to participants of tender puts providing the documents confirming presence at the company of the partner statuses of SAP: in particular, SAP Silver Partner and SAP Partner Center of Expertise which, according to the customer are necessary for implementation of project works and also a number of certificates of SAP.

According to "The center of cloud computing", this requirement is unreasonable and execution of works on the project does not require existence of the partner statuses and certificates of SAP. The requirement their directorate leads to restriction of number of participants of tender, are sure of the company.

In addition the customer also saw violation of the law about purchases from directorate in the order placement method (according to the purchase plan posted on the website of directorate, purchase should be carried out by a request of price quotations) and also absence in the tender documentation of evaluation criteria and comparisons of requests which, according to the legislation, should contain in it.

Due to the receipt of the complaint FAS decided to suspend biddings before consideration of the complaint in essence, at the same time the organizer of biddings has no right to sign the agreement before adoption by antimonopoly authority of the solution on the address.
