2018: License Revocation

Since August 17, 2018, the Bank of Russia has revoked the banking license from the Moscow Bill Bank, according to the regulator's website. According to the reporting data, in terms of assets as of August 1, 2018, the bank ranked 419th in the banking system of the Russian Federation.

"As a result of the systematic conduct of operations by the Moscow Bill Bank JSCB aimed at concealing the real financial situation of the bank and evading the compliance with the requirements of the supervisory authority on an adequate assessment of the risks taken, a significant amount of assets of dubious quality were formed on the balance sheet of the credit institution," the Central Bank said.

An objective reflection of the value of these assets at the request of the supervisory authority revealed a deterioration in the financial performance of the bank, indicating that there is a basis in its activities for the implementation of measures to prevent insolvency (bankruptcy) and, as a result, a real threat to the interests of its creditors and depositors.

 Over the past 12 months, the Bank of Russia has applied supervisory measures against JSCB Moscow Promissory Bank (JSC) four times, including restrictions on attracting household deposits. The managers and owners of the bank did not take effective measures to normalize its activities. Under the circumstances, the Bank of Russia decided to revoke the banking license from the credit institution .
